    india’s meridian is 82.30E and every 15 latitude difference is a 1 hour difference.
    So 92 degree would be 9 degree 30 minute latitude east would be around 9.5/15 * 60 = 38 minutes. Now a point east of another is always ahead in time so Shillong would be 38 minutes ahead.

    I apologise if this is not the time or place to answer the query. Please let me know if it isn’t and I would delete the comment.

  19. IST located 82.5 degree longitude. Shillong located 92 degree longitude. Longitude difference (92-82.5) = 9.5 degree. For 1 degree longitude equivalent to 4 minute time ahead (because sun rotates from west to east). So, 9.5 * 4 = 38 minute ahead. So, ans 10:38 AM
