Why in the News?
The Department of School Education and Literacy (DoSEL), under the Ministry of Education, recently conducted the Foundational Literacy and Numeracy Assessment Test (FLNAT) across 23 states.
What is FLNAT?
1. About– FLNAT is a nationwide test conducted as part of the ULLAS initiative. It is carried out in all districts of states/union territories participating in the program.
2. Aim– It aims to assess the foundational literacy and numeracy skills of registered non-literate learners aged 15 and above.
3. Test language– It is carried out in the learners’ regional language, in line with National Education Policy 2020’s focus on multilingualism.
4. Assessment coverage– The assessment comprises three subjects: Reading, Writing, and Numeracy–each carrying 50 marks, totalling 150 marks.
5. Certification– Learners who pass will receive a certificate from the National Institute of Open Schooling (NIOS).
6. Significance– The test is essential for evaluating the effectiveness of teaching and learning sessions within the ULLAS program and for improving literacy and numeracy skills among the population.
Note– In 2023, there were two FLNATs held, one in March and another in September.
What is the ULLAS Initiative?
ULLAS stands for Understanding Lifelong Learning for All in Society.
Aim:
a. To revolutionize education and literacy across India by fostering a learning ecosystem that reaches every individual, bridging the gaps in basic literacy and critical life skills.
b. To impart basic education, digital and financial literacy and critical life skills to citizens aged 15 and above who lost the opportunity to go to school.
