1. He/she is the Chairman of the Rules Committee of the Legislative Assembly
2. He/she can be removed only on grounds of proved misbehaviour or incapacity
Which of the statements given above is/ are correct?
Exp) Option a is the correct answer.
The Speaker is the main Presiding Officer of the State Legislative Assembly. The Constitution has well defined provisions regarding his election, removal and his duties in Part VI of the Constitution.
Statement 1 is correct: The Speaker is by default the Chairperson of 3 Committees of the Legislative Assembly, one of which is the Rules Committee. The other two are the Business Advisory Committee and the General Purpose Committee.
Statement 2 is incorrect: A sitting Judge of the Supreme Court or High Court (not the Speaker) is removed on the grounds of proved misbehaviour or incapacity. The Speaker may be removed for any reason mentioned in a resolution, by the members of the Legislative Assembly passed by a majority of the then members of the assembly. He can also be removed if he stops being a member of the assembly (gets disqualified) according to the Representation of People Act, 1951.
