It came into existence in <strong>2012<\/strong>, and is empowered by the <strong>Section 4(2)<\/strong> of the Right to Information <strong>(RTI)<\/strong> <strong>Act<\/strong>, and makes it the responsibility of every public authority to share their data and information suo motu at regular intervals.<\/li>\n<li><strong>Agencies involved<\/strong>-Ministry of Science and Technology has formulated the NDSAP.\n<ul>\n<li><strong>DST<\/strong> continues to be the <strong>nodal department on policy matters.<\/strong><\/li>\n<li>Ministry of Electronics &amp; Information Technology (<strong>MeitY<\/strong>) is the <strong>nodal Ministry to implement<\/strong> the policy through NIC.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Applicability- <\/strong>All non-personal, non-sensitive data produced using public funds by the central, state, and local governments, and their departments.<\/li>\n<li><strong>Principles<\/strong>: openness, transparency, quality, privacy, and machine readability.<\/li>\n<li><strong>Objective- <\/strong>To provide proactive access to Government owned <strong>shareable data<\/strong> along with its usage information <strong>in open\/machine readable format<\/strong>, through a wide area of network across the country, in a <strong>periodically updated<\/strong> manner, within the framework of various related policies, rules, and acts of the Government.<\/li>\n<li><strong> Developed<\/strong> using<strong> Open Source Stack<\/strong>, the project is one of the initiatives under Pillar 6 (Information for All) of the Digital India initiative.<\/li>\n<\/ul>\n<p><strong>Types of data under the policy: <\/strong>As per policy each department has to prepare it\u2019s <strong>Negative List<\/strong>.<\/p>\n<ul>\n<li>The datasets which are confidential in nature and are in the interest of the country\u2019s security in not<br \/>\nopening to the public would fall into the negative list.<\/li>\n<li>All other datasets which do not fall under this negative list would be in the<strong> Open List. <\/strong>These datasets would need to be prioritized into high value datasets and non-high value datasets.<\/li>\n<\/ul>\n<p><strong>Types of Access:<\/strong><\/p>\n<ul>\n<li><strong>Open Access<\/strong> \u2013 Access to data generated from public funding should be easy, timely, user-friendly and web-based without any process of registration \/ authorization.<\/li>\n<li><strong>Registered Access<\/strong> \u2013 Datasets which are accessible only through a prescribed process of registration \/ authorization by respective departments \/ organizations will be available to the recognized institutions \/ organizations \/ public users, through defined procedures.<\/li>\n<li><strong>Restricted Access<\/strong> \u2013 Data declared as restricted, by Government of India policies, will be accessible only through and under authorization.<\/li>\n<\/ul>\n<p>India\u2019s<strong> &#8220;<span style=\"color: #0000ff\">open government data (OGD) platform<\/span>&#8221; <\/strong>works under the provisions of the NDSAP.<\/p>\n<ul>\n<li>MeitY through NIC has set up the Open Government Data (OGD) Platform.<\/li>\n<li>It is used by various government departments to publish data sets.<\/li>\n<\/ul>\n<p><strong>Main objectives of OGD are:<\/strong><\/p>\n<p>i) Provisioning an enabling Platform to provide proactive and open access to the data generated through public funds by departments\/ organizations of Government of India.<\/p>\n<p>ii) To increase Transparency, Accountability, Citizen Engagement, Collaboration, Better Governance, Decision making &amp;
