It needs to be brought in\u00a0<strong>by phases<\/strong>.<\/li>\n<li><strong>Political will<\/strong>is a key component in reducing the harmful use of alcohol.<\/li>\n<li>The policies designed for the purpose must be\u00a0tailor made\u00a0for\u00a0<strong>local circumstances<\/strong>.
