Recently<strong>, <\/strong>India has decided to\u00a0host the special session of the<strong> United Nations Security Council\u2019s Counter-Terrorism Committee (UNSC-CTC)<\/strong>. It is focused on<strong>\u00a0new and emerging technologies.<\/strong><\/p>\n<p><strong>Issues associated with the global efforts to counter terrorism:<\/strong><\/p>\n<ul>\n<li><strong>Lack of response: <\/strong>The <strong>\u201cGlobal War On Terrorism\u201d (GWOT)<\/strong>, as it was conceived by the<strong>post-9\/11 United States<\/strong>\u00a0is over, as the\u00a0United States negotiated with the Taliban,\u00a0and then\u00a0withdrew from Afghanistan.<\/li>\n<li><strong>Global polarisation: <\/strong>The\u00a0growing global polarisation\u00a0over the\u00a0Russia-Ukraine war\u00a0is\u00a0not only <strong>shifting the focus from terrorism<\/strong>but is also<strong>\u00a0<\/strong>blurring the lines\u00a0on what\u00a0constitutes terrorism<strong>. <\/strong><\/li>\n<li><strong>Comprehensive Convention on International Terrorism<\/strong>: <strong>very little progress <\/strong>has been made\u00a0on the actual issues such as the definition of terrorism, concerns over human rights law conflicts etc. Moreover,\u00a0consensus for the convention is still elusive.<\/li>\n<li><strong>Emerging technologies<\/strong>:<strong> Drones<\/strong> are already being used todeliver funds, drugs, weapons, ammunition, and even improvised explosive devices.<\/li>\n<li>After the COVID-19 pandemic,\u00a0there is concern about the use of <strong>biowarfare, and Gain-of-Function (GoF) research\u00a0to mutate viruses<\/strong> and vectors.<\/li>\n<li>Terror financing uses<strong>bitcoins and cryptocurrency<\/strong>, and<strong>\u00a0<\/strong>terror communications\u00a0use\u00a0social media, the dark web, and even gaming centres.<\/li>\n<\/ul>\n<p>The following steps have been taken by the government of India to counter global terrorism:<\/p>\n<ul>\n<li><strong>Mutual Legal Assistance\u00a0Treaties <\/strong>(MLATs): in\u00a0criminal matters\u00a0to facilitate the investigation, collection of evidence etc. have been signed with other countries.<\/li>\n<li>In 2018, India highlighted its demand for a\u00a0<strong>Comprehensive Convention on International Terrorism<\/strong>(CCIT) at the\u00a0UN General Assembly<strong>\u00a0<\/strong>(UNGA).<\/li>\n<li><strong>Comprehensive Integrated Border Management System:<\/strong>It vastly improves the capability of Border Security Force (BSF) in detecting and controlling human trafficking and cross border terrorism, etc.<\/li>\n<li><strong>Unlawful Activities (Prevention) Act, 1967:<\/strong>It enables more effective prevention of certain unlawful activities of individuals and associations and for dealing with terrorist activities etc.<\/li>\n<li><strong>National Investigation Agency:<\/strong>It is India&#8217;s counter-terrorist task force and is empowered to deal with terror related crimes across states without special permission from the states.<\/li>\n<li><strong>Policy of Zero-Tolerance:<\/strong>India calls for zero-tolerance agianst terrorism and focuses on developing a common strategy to curb it.<\/li>\n<\/ul>\n<p>India, as host of counter-terrorism events,\u00a0and the\u00a0Shanghai Cooperation Organization (SCO)\u00a0and the\u00a0next G-20,\u00a0must\u00a0stop fighting the \u201clast war\u201d on terrorism.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Introduction:\u00a0Contextual introduction.
