Also write associated issues.<\/p>\n<p><strong>Conclusion<\/strong>: Write a way forward.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>The RTI\u00a0Act, 2005 <strong>empowers people to participate in the policymaking<\/strong>\u00a0process, by providing access to information relating to the functioning of all public authorities. Cross section of citizens including activists, lawyers, bureaucrats, researchers and journalists are using RTI to\u00a0<strong>unearth corruption of all kinds<\/strong>\u00a0from the Panchayat level right up to Parliament.<\/p>\n<p><strong>Fulfilling its intended purpose:<\/strong><\/p>\n<ul>\n<li><strong>Enabled citizen rights:\u00a0<\/strong>a majority of the RTI applications are filed by people who are asking about their basic rights and entitlements. So it has fulfilled its purpose to that extent.<\/li>\n<li><strong>Anti-corruption tool:\u00a0<\/strong>To hold high offices to account, people have used the RTI law to know what is happening with taxpayers\u2019 money. This has enabled them to expose big-ticket scams such as the <strong>Adarsh, Commonwealth Games<\/strong> and <strong>Vyapam scams.<\/strong><\/li>\n<li><strong>Empowered people\u2019s voice:\u00a0<\/strong> According to estimates, nearly 60 lakh applications are being filed every year. It is used by citizens as well as the media. They\u2019ve also been able to <strong>expose human rights violations, <\/strong>and then force accountability in those cases as well.<\/li>\n<li><strong>Strengthened democracy:<\/strong>Every citizen has right to claim information from public authorities under the act. This strengthened democracy through active participation of public.<\/li>\n<li><strong>Features leading to transparency:\u00a0<\/strong> All the Government departments along with a number of bodies which receive substantial funding from the Government have been brought under the RTI.<\/li>\n<\/ul>\n<p><strong>Issues:<\/strong><\/p>\n<ul>\n<li>The beauty of this Act is its simplicity. But, in some states <strong>complex format or rules<\/strong> create hindrances for people.<\/li>\n<li>There are<strong>huge vacancies<\/strong> in information commissions which mean that appeals and complaints keep pending.<\/li>\n<li><strong>Untrained staff<\/strong>and a non-cooperative set of public information officers (PIOs).<\/li>\n<li>Many commissioners have been seen openly expressing their\u00a0<strong>political inclinations<\/strong>. It creates a sense of bias among the petitioners.<\/li>\n<li><strong>Not all institutions are<\/strong> being covered under the Act. E.g. <strong>judiciary<\/strong> is not under the act.<\/li>\n<li>The Implementation of RTI requires the PIOs to provide information to the applicant through photocopies, soft copies etc. These facilities are not available at Block and Panchayat level.<\/li>\n<li><strong>Awareness about RTI is yet very low<\/strong>. Awareness level is low especially among the disadvantaged communities such as women rural population, OBC\/SC\/ST population.<\/li>\n<\/ul>\n<p>A strong political system is a must for the RTI regime to flourish. \u00a0A <strong>code of conduct<\/strong> must be evolved for the central and state information commissioners to keep them away from any political influence.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Introduction:\u00a0Contextual introduction.
