Also write some measures.<\/p>\n<p><strong>Conclusion<\/strong>: Write a way forward.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>According to the <strong>National Crimes Records Bureau\u00a0(NCRB)<\/strong> data, over 1.55 lakh lives were lost in road crashes across India in 2021 or 18 deaths every single hour.\u00a0States of Tamil Nadu (57,000), Madhya Pradesh (49,500), Uttar Pradesh (36,500), Kerala (33,000) and Maharashtra (30,000) reported high number of accidents.<\/p>\n<p><strong>Issues with road safety:<\/strong><\/p>\n<ul>\n<li><strong>Human Factors<\/strong>: According to the NCRB report, most of the accidents and fatalities are attributable to human factors. These include\u00a0<strong>o<\/strong>ver-speeding,\u00a0<strong>c<\/strong>areless driving, neglecting safety measures like not wearing helmets or seat belts etc.<\/li>\n<li><strong>Road Design<\/strong>: Many roads have multiple\u00a0<strong>black spots<\/strong>g., sharp corners in a straight road, a hidden junction on the fast road, etc. There are no separate lanes for 2-wheelers or very heavy vehicles. Urban areas lack separate lanes for pedestrians.<\/li>\n<li>There is\u00a0<strong>administrative and political apathy<\/strong>toward road safety. Road users are lacking the understanding of the basic traffic rules and road signage.<\/li>\n<li>There is\u00a0<strong>easier access<\/strong><strong>to driving licences<\/strong> without a meaningful ground scrutiny of skills.<\/li>\n<li>At the macro level, various institutions of road safety are engaged in<strong>routine paperwork<\/strong>\u00a0and lack\u00a0<strong>accountability<\/strong>.<\/li>\n<\/ul>\n<p><strong>Measures for safer travel:<\/strong><\/p>\n<ul>\n<li>There is a need to <strong>enhance vehicle safety features<\/strong> in India. e.g., The <strong>European Union\u2019s<\/strong><strong>General Safety Regulation<\/strong>\u00a0requires new vehicles to incorporate\u00a0<strong>advanced emergency braking technology<\/strong><strong>\u00a0<\/strong>that launches automatically when a collision is imminent and intelligent speed assistance to reduce speed.<\/li>\n<li>The Government can implement the important recommendations of the\u00a0<strong>KS Radhakrishnan panel on Road Safety-<\/strong> State Governments to perform a compulsory\u00a0<strong>Audit on road safety<\/strong>to ensure adequate safety standards in the design, construction, and maintenance of roads;\u00a0<strong>Creating awareness among people<\/strong>\u00a0on road safety rules, insurance policies, etc.;<\/li>\n<li>There is a need for\u00a0<strong>regular and professional enforcement of rules<\/strong>.\u00a0<strong>Swift and innovative solutions<\/strong>by the administration could help in evolving a healthy safe-road culture.<\/li>\n<li>Parts of major roads and highways should be set up as\u00a0<strong>\u201cideal\u201d road safety zones<\/strong>. These zones will promote locally <strong>suitable, comprehensive safe road practices.<\/strong><\/li>\n<li>There is a need to review the\u00a0<strong>design of rural and urban roads<\/strong>and bring them into consonance with international best practices. E.g. separate lanes for 2-wheelers and heavy vehicles.<\/li>\n<\/ul>\n<p>From policing to courts to transport department to public works to healthcare, a \u2018whole of government\u2019 approach can make citizens safer.
