The\u00a0<strong>center is also allowed to maintain its own police forces<\/strong><strong>\u00a0<\/strong>to assist the states with law and order maintenance. Therefore, it maintains<strong>\u00a0seven central police forces<\/strong>\u00a0and some other police organizations for specialized tasks. \u00a0Expenditure on police accounts for about 3% of the central and state government budgets.<\/p>\n<p><strong>Challenges faced by the police force in India:<\/strong><\/p>\n<ul>\n<li><strong>Increased political control<\/strong>: The\u00a0<strong>Second Administrative Reforms Commission<\/strong>(2007) has noted that the\u00a0<strong>excessive power in the hands of police has been abused in the past by the political executive<\/strong>.<\/li>\n<li><strong>Understaffed and overburdened<\/strong>: As per the United Nations recommended standard, India should have 222 police per lakh persons. But, the actual strength was 137 police.<\/li>\n<li><strong>Abysmal Training:<\/strong> the training institutions have not kept pace with the changing paradigm on the law or crime front and are manned generally by unwanted, demotivated officers.<\/li>\n<li><strong>Infrastructural Issues<\/strong>: The\u00a0<strong>CAG audits<\/strong>have found shortages in weaponry with state police forces. On the other hand,\u00a0<strong>funds dedicated to the modernisation<\/strong>\u00a0of infrastructure are typically\u00a0<strong>not utilised fully<\/strong>.<\/li>\n<li><strong>Low incentive to work<\/strong>: 86% of the state police comprise the constabulary. Constables are typically promoted once during their service. This weakens the incentive for them to perform well.<\/li>\n<\/ul>\n<p><strong>Measures:<\/strong><\/p>\n<ul>\n<li>The government has to implement <strong>recommendations\u00a0<\/strong>like\u00a0<strong>separating the investigation and law and order functions<\/strong>of the police, establishing\u00a0<strong>Police Establishment Board (PEB)<\/strong>\u00a0to decide transfers, etc.<\/li>\n<li><strong>Bringing the police under the \u201cconcurrent list\u201d<\/strong>of the Constitution. This will also help in creating uniform standards in policing.<\/li>\n<li>There is a\u00a0<strong>need to fully utilise the finances sanctioned by the government<\/strong>. The funds can be utilised to\u00a0<strong>update the IT infrastructure<\/strong>and provide\u00a0<strong>technology training for police personnel<\/strong>. Adopting future technologies in police will help to fulfil grassroots policing requirements and will help in faster functioning of the police.<\/li>\n<li>Police should be made more <strong>gender-sensitive<\/strong>. 33% reservation for women in the police should be implemented to achieve that.<\/li>\n<li>The police station must be reinforced with <strong>adequate staff and its infrastructure upgraded<\/strong> with better transport, communication and forensic facilities.<\/li>\n<\/ul>\n<p>There is a need of the <strong>SMART Police<\/strong> \u2014 a force which would be strict and sensitive, modern and mobile, alert and accountable, reliable and responsive, techno-savvy and trained.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Introduction:\u00a0Contextual introduction.
