Fertilizer subsidy has doubled in a short period of three years. For 2021-22, the Union Budget has estimated fertilizer subsidy at \u20b979,530 crores (from \u20b966,468 crores in 2017-18).<\/p>\n<p>The following policy\u00a0measures that can be helpful in reducing the fertiliser subsidy bill:<\/p>\n<ul>\n<li>There is a need to cap or even\u00a0<strong>reduce consumption<\/strong><strong>of<\/strong>\u00a0<strong>high-analysis fertilisers<\/strong>\u00a0\u2013 particularly\u00a0<strong>urea<\/strong>\u00a0(46 per cent N content),\u00a0<strong>DAP<\/strong>\u00a0(18 per cent N and 46 per cent P) and\u00a0<strong>MOP<\/strong>\u00a0(60 per cent). Products such as liquid\u00a0<strong>\u201cnano urea\u201d<\/strong>\u00a0can be used which is conducive to easier absorption by the plants.<\/li>\n<li>Promote sales of<strong>SSP\u00a0<\/strong>(containing 16 per cent P and 11 per cent S) and\u00a0<strong>complex fertilisers<\/strong>.<\/li>\n<li><strong>DAP<\/strong><strong>use<\/strong> should be <strong>restricted<\/strong> mainly to paddy and wheat because other crops don\u2019t require fertilisers with 46% P content. India can also import more rock phosphate to make SSP directly or it can be converted into \u201cweak\u201d phosphoric acid.<\/li>\n<li>The\u00a0<strong>agriculture departments<\/strong>and<strong>\u00a0universities<\/strong>\u00a0should <strong>revisit their existing<\/strong>\u00a0<strong>crop-wise nutrient application recommendations<\/strong>, <strong>and create awareness<\/strong> amongst farmers about\u00a0<strong>suitable substitutes<\/strong><strong>\u00a0<\/strong>for<strong>\u00a0DAP. <\/strong><\/li>\n<li>The government should popularise the use of\u00a0<strong>high nutrient use-efficient water soluble fertilisers\u00a0<\/strong>(potassium nitrate, potassium sulphate, calcium nitrate, etc) and\u00a0<strong>alternative indigenous sources\u00a0<\/strong>(for example, potash derived from molasses-based distillery spent-wash and from seaweed extract).<\/li>\n<li>In the long run, the government needs to <strong>augment the agricultural income<\/strong> of farmers so that they voluntarily give up their subsidies in the future. This would happen with better implementation of schemes like E-NAM, SAMPADA, PM Fasal Bima Yojana, etc.<\/li>\n<\/ul>\n<p>The ultimate solution is to make agriculture more lucrative and remunerative which would gradually lead to the withdrawal of subsidies and relieve the government of their fiscal burden.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Introduction:\u00a0Contextual introduction.
