{"id":234014,"date":"2023-03-24T13:05:19","date_gmt":"2023-03-24T07:35:19","guid":{"rendered":"https:\/\/blog.forumias.com\/?page_id=234014"},"modified":"2023-04-12T14:35:29","modified_gmt":"2023-04-12T09:05:29","slug":"decentralization","status":"publish","type":"page","link":"https:\/\/forumias.com\/blog\/decentralization\/","title":{"rendered":"Decentralization"},"content":{"rendered":"<p>Decentralization refers to the transfer of authority, responsibility and financial resources for governance and administration from higher levels to lower tiers of government\/organization.<\/p>\n<p>It is a complex multifaceted concept and decentralization can be of 3 three types- deconcentration, delegation and devolution.<\/p>\n<p>1. <a href=\"https:\/\/forumias.com\/blog\/deconcentration\/\">Deconcentration<\/a><\/p>\n<ul>\n<li>Deconcentration redistributes decision-making authority and financial and management responsibilities among different levels of the central government.<\/li>\n<\/ul>\n<ul>\n<li>It can merely shift responsibilities from central government officials in the capital city to those working in regions, provinces or districts.<\/li>\n<\/ul>\n<ul>\n<li>It is often considered to be the weakest form of decentralization and is used most frequently in unitary states.<\/li>\n<\/ul>\n<p>2. <a href=\"https:\/\/forumias.com\/blog\/devolution\/\">Devolution<\/a><\/p>\n<ul>\n<li>Devolution is a type of decentralization where governments devolve functions, they transfer authority for decision-making, finance, and management to the lower tier of government.<\/li>\n<li>In a devolved system, local governments have clear and legally recognized powers and they exercise authority and perform public functions within a fixed geographical region. This is the most extensive form of decentralization.<\/li>\n<\/ul>\n<p>3. <a href=\"https:\/\/forumias.com\/blog\/delegation\/\">Delegation <\/a><\/p>\n<p>It is a more extensive form of decentralization. Through delegation, central governments transfer responsibility for decision-making and administration of public functions to semi-autonomous organizations not wholly controlled by the central government, but ultimately accountable to it.<\/p>\n<p>Example Medical Council of India, FSSAI etc. Usually these organizations have a great deal of discretion in decision-making.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Decentralization refers to the transfer of authority, responsibility and financial resources for governance and administration from higher levels to lower tiers of government\/organization.
