In 2015, it was predicted that India would overtake China in 2022, but in the 2019 projections it is 2027. The UN has revised India\u2019s expected population size in 2050 downward from 1,705 million in 2015 projections to 1,639 million in 2019 projections. This is <strong>due to faster than expected fertility decline<\/strong>.<\/p>\n\n\n\n<p><strong>Why India should invest in\nlaggard states?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>National-level population trends shows the <strong>significant heterogeneity across states<\/strong> in terms of fertility, mortality, age-structure, and the ageing phenomenon already underway in some states. <\/li><li>The southern states, <strong>Himachal Pradesh, Punjab, West Bengal and Maharashtra are already quite advanced in the demographic transition<\/strong>, with-<ul><li>TFR already well below replacement level fertility; <\/li><li>population growth mainly due to momentum; <\/li><li>more than 10 per cent of the population over the age of 59; and <\/li><li>at most one-third of the population below the age of 20. <\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>In contrast, states such as <strong>Bihar, Uttar\nPradesh, Jharkhand, Chhattisgarh, Rajasthan and Madhya Pradesh <\/strong>are still in\nthe early stages of demographic transition. Population growth in the north and\ncentral parts of India is far greater than that in south India. This shows\nregional variations wrt population growth in India. <\/li><li>As the United Nations Population Fund estimates,\nover the next 20 years, the window of opportunity will be open for moderate\nachievers such as Karnataka, Haryana and Jammu &amp; Kashmir. As the\ndemographic window of opportunity closes for these States, it will open for\nUttar Pradesh, Bihar and other States that are the last to enter fertility\ntransition. This suggests that workers of Bihar will be supporting the ageing\npopulation of Kerala in 20 years.<\/li><\/ul>\n\n\n\n<p>In order to maximise the\ndemographic dividend, <strong>we must invest<\/strong> in the education and health of the\nworkforce, particularly in States whose demographic window of opportunity is\nstill more than a decade away. This is because current laggards will be the\ngreatest contributors of the future for everyone, particularly for ageing\npopulations of early achievers. Enhancing their productivity will benefit\neveryone.<\/p>\n\n\n\n<p><strong>Measures to Control Population\nof India: <\/strong>Measures\ncan be classified into 3 heads-<\/p>\n\n\n\n<p><strong>Social\nMeasures<\/strong><strong>:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Minimum age of Marriage<\/strong><strong>: <\/strong>As\nfertility depends on the age of marriage. So the minimum age of marriage should\nbe raised. In India minimum age for marriage is 21 years for men and 18 years\nfor women has be fixed by law. This law should be firmly implemented and people\nshould also be made aware of this through publicity.<\/li><li><strong>Raising the Status of Women<\/strong>: There is still discrimination to the women. They\nare confined to four walls of house. They are still confined to household\nactivities. So women should be given opportunities to develop socially and\neconomically. Free education should be given to them.<\/li><li><strong>Spread of Education<\/strong>: The spread of education changes the outlook of\npeople. The educated men prefer to delay marriage and adopt small family norms.\nEducated women are health conscious and avoid frequent pregnancies and thus\nhelp in lowering birth rate.<\/li><li><strong>Adoption<\/strong>: Some parents do not have any child, despite\ncostly medical treatment. It is advisable that they should adopt orphan\nchildren. It will be beneficial to orphan children and children couples.<\/li><li><strong>Change in Social Outlook<\/strong>: Social outlook of the people should undergo a\nchange. Marriage should no longer be considered a social binding. Issueless\nwomen should not be looked down upon.<\/li><li><strong>Social Security<\/strong><strong>: <\/strong>More\nand more people should be covered under-social security schemes. So that they\ndo not depend upon others in the event of old age, sickness, unemployment etc.\nwith these facilities they will have no desire for more children.<\/li><\/ol>\n\n\n\n<p><strong>Economic\nMeasures:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>More employment opportunities<\/strong><strong>: <\/strong>The\nfirst and foremost measure is to raise, the employment avenues in rural as well\nas urban areas. Generally in rural areas there is disguised unemployment. So\nefforts should be made to migrate unemployed persons from rural side to urban\nside. This step can check the population growth.<\/li><li><strong>Development of Agriculture and Industry<\/strong>: If agriculture and industry are properly\ndeveloped, large number of people will get employment. When their income is\nincreased they would improve their standard of living and adopt small family\nnorms.<\/li><li><strong>Standard of Living<\/strong>: Improved standard of living acts as a deterrent\nto large family norm. In order to maintain their higher standard of living\npeople prefer to have a small family. A study found that those who earn less\nthan Rs. 100 per month have on the average a reproduction rate of 3.4 children\nand those who earn more than Rs. 300 per month have a reproduction rate of 2.8\nchildren.<\/li><li><strong>Urbanisation<\/strong>: It is on record that people in urban areas have\nlow birth rate than those living in rural areas. Urbanisation should therefore\nbe encouraged.<\/li><\/ol>\n\n\n\n<p><strong>Other\nMeasures<\/strong>:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Late Marriage<\/strong><strong>: <\/strong>As far\nas possible, marriage should be solemnised at the age of 30 years. This will\nreduce the period of reproduction among the females bringing down the birth\nrate. The govt. has fixed the minimum marriage age at 21 yrs. for males and 18\nyrs. for females.<\/li><li><strong>Self Control<\/strong>: Self control is one of the powerful methods to\ncontrol the population. It is an ideal and healthy approach and people should\nbe provided to follow. It helps in reducing birth rate. Contraceptive measures\nshould be promoted.<\/li><li><strong>Family Planning<\/strong>: This method implies family by choice and not by\nchance. By applying preventive measures, people can regulate birth rate. This\nmethod is being used extensively; success of this method depends on the\navailability of cheap contraceptive devices for birth control. <\/li><li><strong>Recreational Facilities<\/strong>: Birth rate will likely to fall if there are\ndifferent recreational facilities like cinema; theatre, sports and dance etc.\nare available to the people.<\/li><li><strong>Publicity<\/strong>: The communication media like T.V., radio and\nnewspaper are the good means to propagate the benefits of the planned family to\nthe uneducated and illiterate persons especially in the rural and backward\nareas of country.<\/li><li><strong>Incentives<\/strong>: The govt. can give various types of incentives to\nthe people to adopt birth control measures. Monetary incentives and other facilities\nlike leave and promotion can be extended to the working class which adopts\nsmall family norms.<\/li><li><strong>Employment to Woman<\/strong>: Another method to check the population is to\nprovide employment to women. Women should be given incentive to give services\nin different fields. Women are taking active part in competitive examinations.\nAs a result their number in teaching, medical and banking etc. is increasing\nrapidly.
