(a) How did traditional public administration ”resolve a\nfundamentally irresolvable problem-creating an administration strong enough to\nbe effective but not so strong enough to endanger accountability”? 10<\/strong><\/p>\n\n\n\n

(b) The theory of ‘organizational incompetence’ has two\nseparate and distinct faces. Examine Chris Argyris’ views on this. 10<\/strong><\/p>\n\n\n\n

(c) ”In the globalized public administration, hierarchy\ncreates more ethical problems than it solves…”Comment. 10<\/strong><\/p>\n\n\n\n

(d) Public Administration in the neo-liberal era is governed\nless by instruments of internal accountability and more by those of external\naccountability. Elaborate. 10<\/strong><\/p>\n\n\n\n

(e) Discuss the view that ”tribunals should have the same\ndegree of independence from the executive as that enjoyed by the Supreme Court\nand the High Courts, especially for those tribunals that look over the\nfunctions of High Courts.”10<\/strong><\/p>\n\n\n\n

Q.2.<\/strong> (a) “New Public Management may have\nneither been the saviour its enthusiasts promised nor the devil its critics\nworried it would be.” Discuss. 25<\/strong><\/p>\n\n\n\n

(b) “The design of the physical structure, the anatomy\nof the organization came first, and was indeed the principal\nconsideration.” 
\n“An organization is a system of interrelated social behaviours of\nparticipants.” 
\nAnalyse these statements and evaluate the contributions of the respective\napproaches to administration theory. 25<\/strong><\/p>\n\n\n\n

Q.3<\/strong>. (a) “Decisions are not made by\n‘organizations’, but by ‘human beings’ behaving as members of\norganizations.” How do Bernard and Simon conceptualize the relation\nbetween the decisions of the individual employee and the organizational\nauthority? 20<\/strong><\/p>\n\n\n\n

(b)”A variety of different organizational arrangements\ncan be used to provide different public goods and services.” Explain the\ntheory underlying this proposition and its potential contribution. 15<\/strong><\/p>\n\n\n\n

(c) What is the nature of psychological contract pursued by\norganizational management through authority and the employees through exertion\nof upward influence? 15<\/strong><\/p>\n\n\n\n

Q.4<\/strong>. (a) Structural theory is, by and large, grounded\nin classical principles of efficiency, effectiveness and productivity.\nExplain. 25<\/strong><\/p>\n\n\n\n

(b) “Public interest is still inadequate as a ground\nconcept to evaluate public “policy.” Discuss. 25<\/strong><\/p>\n\n\n\n

Q.5<\/strong>. Answer the following questions in not more\nthan 150 words<\/strong> each: 10×5=50<\/strong><\/p>\n\n\n\n

(a) “Comparative Public Administration both resembles\nand differs from modern organization theory.” Elaborate. 10<\/strong><\/p>\n\n\n\n

(b) “In organizational analysis there is always gender\naround.” (Gouldner). Argue 10<\/strong><\/p>\n\n\n\n

(c) What is administrative elitism? How does it evolve in\npublic administration? Elaborate your response with reference to historical\nexamples. 10<\/strong><\/p>\n\n\n\n

(d) The success rate of e-government projects in most\ndeveloping countries is stated to be rather low. Assess the reason. 10<\/strong><\/p>\n\n\n\n

(e) What new models of budgetary capacity and incapacity\nhave emerged after the decline of Planning Programming Budgeting and Zero-based\nBudgeting? 10<\/strong><\/p>\n\n\n\n

Q.6.<\/strong> (a) “For those who use the euphemism\nof ‘shared power’ for participation, the appropriate literature for guidance is\npractical politics, not organization and management.”<\/p>\n\n\n\n

“Strong state and strong civil society are the need to\ndevelop both participatory democracy and responsive government as mutually\nreinforcing and supportive.”<\/p>\n\n\n\n

Bring out the myths and realities associated with public\nparticipation. 20<\/strong><\/p>\n\n\n\n

(b) “….. in most cases …. newly independent states,\nof the nations of Africa, Asia and Latin America, despite their differences\n…. are in transition.” 15<\/strong>
\n(Ferrel Heady). What common features are indicative of characteristics of their\nadministrative patterns (cultures)? 15<\/strong><\/p>\n\n\n\n

(c) “To talk about the regulatory framework is to talk\nabout governance.” Analyse the statement in the context of\npublic-private-partnerships and identify the elements of regulation. 15<\/strong><\/p>\n\n\n\n

Q7<\/strong>. (a) \u201cEconomic reforms are a work in progress with\nthe state reluctant to fully relinquish its reins.\u201dDiscuss the statement with\nregard to implementation of economic reforms in India.  15<\/strong><\/p>\n\n\n\n

(b) \u201cThe policy process was not structured in the way\nrequired by bureaucratic planning.\u201d
\n\u201cArguably, incrementalism now stands most in contrast to neo-liberal\nnationality that impose markets against both gradual change and democratic\nliberalism.\u201d
\nAnalyse these two statements.  20<\/strong><\/p>\n\n\n\n

(c) Budget allocation involves series of tensions between\nactors with different backgrounds, orientations and interests and between\nshort-term goals and long term institutional requirements. Discuss.  15<\/strong><\/p>\n\n\n\n

Q8.<\/strong> (a) Read the following instances carefully\nand suggest what specific perspectives on organizational psychology of\nmotivation would help the concerned organization to reconcile the needs of the\nfollowing four persons with the needs of the organization: 30<\/strong><\/p>\n\n\n\n

(i) Mr. A comes to his office with clocklike punctuality;\ndoes his work with impeccable honesty and integrity; takes order from above\ngladly; responds well to overtures by peers; but neither mixes with anyone\nhimself nor seeks anyone’s company. What is more, he seems quite happy in his\nisolation.<\/p>\n\n\n\n

(ii) Mr. B is an efficient charge-hand at the welding shop.\nHe is very outgoing and makes friends fast , but falls out with them very fast\ntoo. He is however easily pacified when anyone asks him to calm down in the\nname of the organization.<\/p>\n\n\n\n

(iii) Dr. C is completely happy and absorbed when he is\nteaching in the classes, and does not at all mind when his workload gets\nheavier and covers new areas. But he gets angry when the finance section raises\nobjections about his medical bills; and is furious that the higher\nadministration is yet to give him full tenure.<\/p>\n\n\n\n

(iv) Mr. D is a metallurgist in the forge shop of the steel\nplant, and has received honours for his innovativeness in modifying\nconventional alloys. He also paints well and values his painting skills far\nmore than his metallurgy and is extremely unhappy that the company house\njournal did not finally carry his water sketch on its front cover.

\n(b) Suppose the Government of India is thinking of constructing a dam in a\nmountain valley girded by forests and inhabited by ethnic communities.
