Issues related to smart cities mission. <br><strong>Conclusion. <\/strong>Way forward. <\/td><\/tr><\/tbody><\/table>\n\n\n\n<p>Smart Cities Mission was launched in 2015 with an aim to develop 100 cities across the country, making them citizen-friendly and sustainable. Unfortunately the mission has not achieved the pace and till now has failed to attain its objectives.<\/p>\n\n\n\n<p><strong>Progress of\nprojects under smart cities mission:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The total proposed investment in the selected\ncities under the scheme is over Rs 2.05 lakh crore. Government data shows only\n33% of the total 5,151 Smart City Mission projects have been completed or are\nunder implementation, utilising 25% of the envisaged investment.<\/li><li>Total approved budget between 2015 and 2019 is\n\u20b948,000 crore is the, just half of that has been allocated till now. <\/li><li>According\nto data of the Ministry of Housing and Urban Affairs, 67% of the projects have\neither just been tendered or are yet to go through the process. In 28 cities\nnot a single project has been completed. <\/li><\/ol>\n\n\n\n<p><strong>Causes of failure of smart cities\nmission: <\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>No framework for development<\/strong>: The mission fails to develop a framework\nfor urban development. A sustainable blueprint for governance for smart cities\nis still not prepared. There is lack of a city development model and adequate\nstandards to guide project implementation, including for housing, water,\nsanitation, health, and environmental sustainability.<\/li><li><strong>Multiple of policies for urban India<\/strong>: The Swachh Bharat Mission; Housing\nfor All; the National Urban Livelihoods Mission; and the Heritage City\nDevelopment and Augmentation Yojana (HRIDAY) has not been converged with smart\ncity mission.<\/li><li><strong>Multiplicity of projects: <\/strong>There are multiple infrastructure projects\nlike expansion of city roads and highways, water reservoir and storage-related\ndevelopment which are mostly undertaken by development authorities or the State\ngovernments. The Smart Cities Mission\u2019s convergence with all these projects is\nnot done.<\/li><li><strong>Decreased role of local governments<\/strong>: In the guidelines for the mission,\nthe role of the local governments was significantly reduced, delegating the\ndecision-making powers to a Special Purpose Vehicle (SPV), a body to be set up\nand which would implement the mission. This lead to poor governance of the\nprojects and lack of coordination.<\/li><li><strong>Exclusionary approach<\/strong>: Government is incentivising\ndevelopment of a small areas in patches and not the entire city. By focusing on\nonly 100 cities and on select areas within those cities, the Mission\ndemonstrates a restrictive approach to urban development. <\/li><li><strong>Overlapping powers<\/strong>: The Mission Guidelines require\neach \u2018smart city\u2019 to create an entity called the special purpose vehicle (SPV).\nThis resulted in in overlapping powers, substantively diluting local government\nrole and thus poor governance. <\/li><li><strong>Issue of funding<\/strong>: It is estimated that the\nimplementation of India\u2019s Smart Cities Mission would require investments worth\n150 billion US dollars over the next few years, of which 120 billion dollars\nwould be required from the private sector. This is not an easy task.<\/li><li><strong>Absence of human rights-based\nstandards and monitoring indicators<\/strong>: With the absence of any human rights-based\nindicators to monitor implementation, missions ability to deliver on its aims\nand ensure the fulfilment of rights and entitlements of all city residents is\nquestionable. <\/li><\/ol>\n\n\n\n<p>India added about nine million people to the urban areas in last decade. Further, the growth in total urban population is higher than the absolute rural population growth.
