It\u2019s significance. <br><strong>Conclusion. <\/strong>Way forward. <\/td><\/tr><\/tbody><\/table>\n\n\n\n<p>The Medical Council of India (MCI) established under the Indian Medical Council Act, 1956, maintain standards of medical education, give approval to establish medical colleges and medical courses. Over the years, there have been several issues with the functioning of the MCI with respect to its regulatory role, composition, allegations of corruption, and lack of accountability. The National Medical Bill, 2019 seeks to remove such issues ensuring transparency and better medical standards.<\/p>\n\n\n\n<p><strong>Key Features of\nthe Bill for better medical standards and transparency:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>National Medical Commission: <\/strong>The Bill sets up the National Medical Commission (NMC) which will consist of 25 members. Functions of the NMC are: <ul><li>Framing policies for regulating medical institutions and medical professionals.<\/li><li>Assessing the requirements of healthcare related human resources and infrastructure, and <\/li><li>Framing guidelines to determine fees for up to 50% of the seats in private medical institutions and deemed universities.<\/li><\/ul><\/li><li><strong>Autonomous Boards:<\/strong> Four autonomous Boards have been set up under the supervision of the NMC.&nbsp; These boards will formulate standards for various medical courses and will regulate professional ethics of the doctors. <\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"485\" height=\"155\" src=\"https:\/\/i0.wp.com\/blogadmin.forumias.com\/wp-content\/uploads\/2019\/08\/national.jpg?resize=485%2C155&#038;ssl=1\" alt=\"\" class=\"wp-image-50775\"\/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Medical Advisory Council: <\/strong>The central\ngovernment will constitute a Medical Advisory Council through which the\nstates\/union territories can put forth their views and concerns before the NMC.\nFurther, the Council will advise the NMC on measures to enable equitable access\nto medical education.<\/li><li><strong>Qualifying examinations: <\/strong>There will be a\nuniform National Eligibility-cum-Entrance Test for admission to under-graduate\nand post-graduate medical education in all medical institutions regulated by\nthe Bill. <\/li><li><strong>National Exit Test: <\/strong>The Bill proposes a\ncommon final year undergraduate examination called the National Exit Test for\nthe students graduating from medical institutions to obtain the license for\npractice. The National Exit Test will also serve as the basis for admission\ninto post-graduate courses at medical institutions. This will help in reducing\nshortage of specialist doctors.<\/li><li><strong>Community health providers:<\/strong> The Bill\nstates that the NMC may grant limited license to certain mid-level\npractitioners connected with the modern medical profession to practice medicine\nin primary and preventive healthcare. This will ensure healthcare services in\nrural areas.<\/li><li><strong>Appeal on matters related to professional and\nethical misconduct:<\/strong> State Medical Councils will receive complaints relating\nto professional or ethical misconduct against a registered medical\npractitioner. If the medical practitioner is aggrieved of a decision of the\nState Medical Council, he may appeal to the Ethics and Medical Registration\nBoard. <\/li><\/ul>\n\n\n\n<p><strong>Significance of\nthe NMC Bill:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>It will help commission to regulate medical\neducation and practice in India leading to better medical standards. <\/li><li>It will address the issue Corruption in medical\neducation through transparent appointment to the commission.<\/li><li>It will help in reducing shortage of medical\nprofessionals by giving license to community health providers.<\/li><li>It will ensure ethical standards in the medical\npractice through Ethics board.<\/li><li>It will rationalise fees in private medical\ncolleges thereby making medical education more affordable.<\/li><\/ol>\n\n\n\n<p><strong>Some Issues in\nthe Bill:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The NMC will consist of 25 members, of which at least\n15 (60%) are medical practitioners. To reduce the monopoly of doctors, it should\ninclude diverse stakeholders such as public health experts, social scientists,\nhealth economists, and health related non-government organisations. <\/li><li>Disputes related to ethics and misconduct in\nmedical practice may require judicial expertise.&nbsp; <\/li><li>The Bill does not specify a time period for the\nNMC to decide on an appeal.&nbsp; <\/li><li>The Bill introduces a National Exit Test for\nstudents graduating from medical institutions to obtain the licence to practice\nas a medical professional. But Bill does not specify the validity period of\nthis licence to practice.&nbsp; <\/li><\/ol>\n\n\n\n<p>National medical will seek to set better medical standard ensuring transparency.
