The National Medical Bill, 2019 seeks to remove such issues ensuring transparency and better medical standards.<\/p>\n\n\n\n<p><strong>Positive Outcomes of\nthe NMC Bill:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>It will help commission to\nregulate medical education.<\/li><li>It will lead to better medical research and policies\nby medical professionals.<\/li><li>It will ensure accountability of medical\ninstitutions through their periodic assessment.<\/li><li>It provides for an effective grievance redressal\nmechanism.<\/li><li>It will help in addressing\nthe issue of corruption as was seen in medical council of India.<\/li><li>It will help in reducing\nshortage of medical professionals by giving license to community health\nproviders.<\/li><li>It will ensure ethical\nstandards in the medical practice through Ethics board.<\/li><\/ol>\n\n\n\n<p><strong>Adverse consequences\nof the Bill:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Monopoly of doctors: <\/strong>The\nNMC composition lack diverse stakeholders such as public health experts, social\nscientists, health economists, and health related non-government organisation\nleading to monopoly of doctors.<\/li><li><strong>Lack of expertise: <\/strong>Disputes\nrelated to ethics and misconduct in medical practice require judicial\nexpertise.&nbsp;<\/li><li><strong>Rise in cost of medical\neducation: <\/strong>With the proposed cap on fees, the costs\nfor the remaining seats are likely to escalate, thereby putting medical\neducation out of the reach of vast, especially underprivileged sections of the society.\nMeritorious students would then enrol themselves in institutions where the\nquality of education is low.<\/li><li><strong>Favour corruption: <\/strong>There\nis no provision of election for all the chief posts of these multiple bodies.\nThis would lead to corruption and favouritism.<\/li><li><strong>Centralisation of powers: <\/strong>States\nhave been reduced to mere advisory roles from being in governance mode leading\nto centralisation of power.<\/li><li><strong>Delayed decision making: <\/strong>Advisory\ncouncil will comprise more than 100 members, including 24 members of the\ncommission. Thus it would be difficult to reach a consensus on any issue with\nsuch an overwhelmingly large body. This will hit the decision making at the top.<\/li><li><strong>Shortage of doctors: <\/strong>The\nBill mentions that National Exit Test, which is to gain a licence to practise\nafter MBBS, can also serve as an entrance examination to post-graduate level. It\nhas left a lot of room for confusion. It seems that those who don\u2019t clear the\nexam will not be allowed to practise at all, which is huge. It will lead to\nacute shortage of doctors in our country.<\/li><li><strong>Crony capitalism: <\/strong>Now\ninspection is entrusted upon Medical Assessment and Rating Board. Not only members\nof the board can inspect, but it may hire and authorise any other third party\nagency or persons for carrying out inspections. This will only increase the\ncorruption of and crony capitalism.<\/li><li><strong>Incompetence: <\/strong>The\nBill introduces a National Exit Test for students graduating from medical\ninstitutions to obtain the licence to practice as a medical professional. But\nBill does not specify the validity period of this licence to practice.&nbsp;It\nmay promote gross incompetence.<\/li><li><strong>Legalises Quackery: <\/strong>According\nto the Bill, the Community Health Provider may prescribe specified medicine\nindependently. This legalises quackery. A six-month course will not be enough\nto train them. <\/li><\/ol>\n\n\n\n<p>A strong evaluation framework with a strong regulatory governance is extremely important to prevent corruption in medical field and related governing bodies.
