In various circumstances Central government can take direct control of the state machinery. Subsequently, executive authority is exercised through the centrally appointed governor, who has the authority to appoint other administrators to assist them. <\/p>\n\n\n\n<p><strong>Grounds of\nImposition of President Rule:<\/strong><\/p>\n\n\n\n<p>President&#8217;s rule\nhas been imposed under any one of the following different circumstances:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>When a state legislature is unable to elect a\nleader as Chief minister for a time prescribed by the Governor of that state.<\/li><li>Breakdown of a coalition leading to the Chief\nminister having minority support in the house and the Chief minister fails fail\nto prove majority, within a time prescribed by the Governor of that state.<\/li><li>Loss of majority in the assembly due to a vote\nof no-confidence in the house.<\/li><li>Elections postponed for unavoidable reasons like\nwar, epidemic or natural disasters.<\/li><li>On the report of the governor if the state\nmachinery\/legislature fails to abide by constitutional norms.<\/li><\/ol>\n\n\n\n<p><strong>S.R. Bommai\njudgement:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The verdict concluded that the power of the President\nto dismiss a State government is not absolute.<\/li><li>President should exercise the power only after\nhis proclamation is approved by both Houses of Parliament.<\/li><li>Till then the President can only suspend the\nLegislative Assembly by suspending the provisions of Constitution relating to\nthe Legislative Assembly<\/li><li>The dissolution of Legislative Assembly is not a\nmatter of course.<\/li><li>It should be resorted to only where it is found\nnecessary for achieving the purposes of the Proclamation.<\/li><\/ol>\n\n\n\n<p><strong>Significance of\nthe S.R. Bommai vs Union of India case:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The case put an end to the arbitrary dismissal\nof State governments by a hostile Central government.<\/li><li>The verdict ruled that the floor of the Assembly\nis the only forum that should test the majority of the government of the day,\nand not the subjective opinion of the Governor, who is often referred to as the\nagent of the Central government.<\/li><li>Judgment ruled that an improperly dismissed\ngovernment could be restored to office.
