With changing world, police and law and order challenges are increasing day by day. With change in nature of crime with threats of cyber crime, suicide bombings, outdated police force need modernisation. More trained staff and new technological investigating methods is need of the hour. <\/p>\n\n\n\n

Issues\nrelated to police forces:<\/strong><\/p>\n\n\n\n

  1. Lack of\ntechnological capabilities necessary to perform quality investigations.<\/li>
  2. Politicisation and\nallegiance towards ruling party.<\/li>
  3. Lowest\npolice-to-population ratio. Due to which people of India are least secured\npeople on the globe.<\/li>
  4. Corruption is a\nmajor challenge.<\/li>
  5. Lack of effective\naccountability mechanisms.<\/li>
  6. Registering a\ncriminal case against a police officer is a long and unwieldy process.<\/li>
  7. Lack of effective\nmeans to collect and analyse the intelligence data collected.<\/li>
  8. Deteriorating\nquality of state investigation departments.<\/li>
  9. Lack of\ncoordination within police departments.<\/li>
  10. Representation of\nwomen and depressed caste is low which make them insensitive towards them.<\/li>
  11. Digitalisation of\ncrimes became more prominent way of crime today.<\/li>
  12. Escalating violence\nresulting from caste conflicts including the most recent Dalit uprising,\nfarmers woes across the country.<\/li>
  13. Todays wide spread\nprotects across the country are prompted by militant elements from outside.<\/li>
  14. Nature of crime has\nalso changed which require sophistication method of Investigation and detection.<\/strong><\/li>

Apart from the core\nfunction of maintaining law and order, police personnel carry out various other\nfunctions such as traffic management, disaster rescue and removal of\nencroachments.  These extra obligations\nlead to overburdening of the police force which have negative consequences on\ntheir efficiency and performance.<\/strong><\/li>
  16. One of the reasons\nfor low conviction rates in India is poor quality of investigation by police.  The police lack training and expertise\nrequired to conduct professional investigations. They also have insufficient\nlegal knowledge and inadequate forensic and cyber infrastructure. <\/strong><\/li>
  17. In India, control\nover the police force is with the executive. This has to led to abuse of police\npersonnel and interference with their decision-making authority. <\/strong><\/li><\/ol>\n\n\n\n

    What is needed?<\/strong><\/p>\n\n\n\n

    1. Extra functions like traffic should be carried out\nby other government departments or private agencies. <\/strong><\/li>
    2. States should have specialised investigation units\nwithin the police force for better investigation of crimes.<\/strong><\/li>
    3. Need to strengthen\nCriminal Justice System and grassroots level policing institutions.<\/li>
    4. Strengthen its\ninvestigative capabilities and emergency response infrastructure.<\/li>
    5. More investment is\nneeded in the recruitment procedure.<\/li>
    6. Better training,\nbetter pay and allowances and creating a system that rewards initiatives need\nto be incorporate.<\/li>
    7. Increase budget\nexpenditure on police.<\/li>
    8. Improving police\ninfrastructure.<\/li>
    9. Independent\nComplaints Authority.<\/li>
    10. Need to adopt\nlatest IT- enabled services.<\/li>
    11. Police should be\nmade more gender sensitive. 33% women reservation in police should be\nimplemented<\/li>
    12. There is need for broader political awareness about\nthe need for police reform. Some states like Kerala and Telangana have tried to\ntake the process forward.<\/strong><\/li><\/ol>\n\n\n\n
