Today bureaucracy is seen as someone against social development by the common man. It is often considered to be synonymous with redundancy, arbitrariness, and inefficiency. Common man lack trust in bureaucrats as a medium to solve their problems and issues.<\/p>\n\n\n\n<p><strong>Reason for\ntrust deficit in civil services and bureaucracy:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Inability to solve problems:\n<\/strong>Bureaucracy has lost its shine in solving common man\u2019s problem. With many\nregions still waiting for electricity, electricity connections etc., people\nconsider bureaucracy as burden which is unable to provide even basic services\nand solution to common man problems.<\/li><li><strong>Poor accountability: <\/strong>Bureaucracy\nis hamstrung by political interference and outdated personnel procedures. Lack\nof accountability and no answerability to non-performance of one\u2019s duty has led\nto loss of faith of people in civil services.<\/li><li><strong>Attitude: <\/strong>Some\nbureaucrats behave like they are God and born to rule but not to serve. Their\nattitude has caused people to shy away from the, even from common problems. Abuse\nof power without being penalised has become a trend with common man lost faith\nin them.<strong><\/strong><\/li><li><strong>Lack of empathy: <\/strong>Non-empathetic\nbehaviour of civil servants and inability to acknowledge common problems of\npeople has led to development of trust deficit in civil servant as a problem\nsolver.<strong><\/strong><\/li><li><strong>Corruption: <\/strong>Wide\ncorruption and scams like 2g scam has eroded faith of general public.\nBureaucracy is seen as institution of bribery and corrupt officials exploiting\npublic resources. A lingering view that corruption and politicisation of the\ncivil services have become more entrenched. <strong><\/strong><\/li><li><strong>Delays and red-tapism: <\/strong>Working\nwith the civil servants in India is a slow and painful process. Unnecessary\ndelays, moving from one department to next for solutions has led to development\nof belief that bureaucracy is inefficient and unable to cater common man\u2019s\nproblems.<\/li><\/ol>\n\n\n\n<p><strong>Measures to\nenhance bureaucratic efficiency:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Immediate reforms should be brought\nabout by the Government to reshape recruitment and promotion processes of civil\nservants. Lateral entry is a right step in this direction.<\/li><li>Improving service through performance-based\nassessment of individual officers is needed.<\/li><li>Adoption of safeguards that promote\naccountability while protecting bureaucrats from political meddling is must to keep\nbureaucracy clean.<\/li><li>A bureaucracy must be an enabler\nand not a hinderer that clogs the decision making pipeline. <\/li><li>With the focus on public welfare we\nneed bureaucrats with a new ethos, more attuned to performances on the ground,\nand not just policy designs.<\/li><\/ol>\n\n\n\n<p>Public bureaucracies are less efficient in many of their activities. This is generally attributed to the inefficiencies of public bureaucracies and lack of transparency and the weaker governance.
