Courage to stay with morals and values when one have immense power in hands and when &nbsp;system can turn into corrupt system. Integrity may also be interpreted as work ethic, to get the right things done for the community.<\/p>\n\n\n\n<p><strong>Immense Powers\nand responsibilities of civil servants:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>In India&#8217;s democracy, the ultimate\nresponsibility for running the administration rests with the civil servants. They\nare expected to deal personally with the manifold problems of modern\nadministration. <\/li><li>Civil servants are empowered with\nsecurity of tenure and provided with powers of decision making for community\nwelfare.<\/li><li>They have powers to make important\nappointments and maintain law and order at local level.<\/li><li>They have power to implement\npolicies at ground level for welfare of the people.<\/li><li>They are provided with powers to\nmonitor financial resources wrt monitoring and implementing policies on the\nground.<\/li><li>Among the members of the civil\nservices are administrators in the central government and state government,\nemissaries in the foreign missions\/embassies, tax collectors and revenue\ncommissioners etc. with immense powers. <\/li><li>Civil servants are the actual\nmakers of Indian law and policy. They work on behalf of the elected government.\nIt is mandatory for them to form certain rules and policies according to the\ngovernment&#8217;s views and interests. <\/li><li>They cannot be removed by any state\nor central government, but can only be retired.<\/li><\/ol>\n\n\n\n<p><strong>Why integrity\nis important and a challenge in civil services?<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Integrity is the fundamental moral\nconcept in civil services. It is an important basis of ethical behaviour and\nethical competency. <\/li><li>With such immense powers it often\nleads to conflict of interest between personal gains and benefits.<\/li><li>Often with power of financial\nresources, low integrity lead to corruption.<\/li><li>It is associated with the value of\nbeing honest and maintain strong moral principles. <\/li><li>Integrity includes financial\nintegrity, professional integrity and intellectual integrity. <\/li><li>The notion of integrity has to do\nwith perceived steadiness of actions, values, methods, measures, principles,\nexpectations and outcome. <\/li><li>They stand up for their best\njudgement within a community of people trying to discover what in life is worth\ndoing. <\/li><li>With reference to accountability,\nintegrity serves as a measure of willingness to adjust value system to maintain\nor improve its consistency when an expected result appears incongruent with\nobserved outcome. <\/li><\/ol>\n\n\n\n<p>For an individual, it is professional duty and obligation which determine his professional integrity. This means conducting professional relationship and activities fairly, honestly, legally, and in conformance with the professional code of ethics.
