Research shows that carbon taxes effectively reduce greenhouse gas emissions. Economists generally argue that carbon taxes are the most efficient and effective way to curb climate change, with the least adverse effects on the economy.<\/p>\n\n\n\n<p><strong>Need of carbon\ntax:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>CO2 is a heat-trapping greenhouse gas which\ncauses global warming, which damages the environment and human health. Since\ngreenhouse gas emissions from the combustion of fossil fuels are closely\nrelated to the carbon content of the respective fuels, this negative\nexternality can be compensated for by taxing the carbon content of fossil fuels\nat any point in the product cycle of the fuel.<\/li><li>Carbon taxes offer a potentially cost-effective\nmeans of reducing greenhouse gas emissions. <\/li><li>Air pollution is one of the biggest public\nconcerns in world and India today.<\/li><li>After economic reforms and carbon emissions have\nincreased because of high growth in the Indian economy.<\/li><li>The aim of carbon tax is to set a price on the\ncarbon content of goods &amp; services to discourage their use.<\/li><li>Emissions can be curbed only if people move away\nfrom polluting fossil fuels and adopt greener forms of energy. To achieve this\nwe need carbon tax.<\/li><\/ol>\n\n\n\n<p><strong>Effectiveness\nof carbon tax:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>A part of the carbon revenue thus generated can\nbe used for a systemic overhaul of the energy mix and in promotion of green\nenergy.<\/li><li>Energy mix needs to be remodelled through investments\nin clean renewable energy and low-emissions bioenergy.<\/li><li>It raises the level of energy efficiency by\ninvesting in building retrofits, grid upgrades, and industrial efficiency using\ngreen technology.<\/li><li>Energy requires an additional 1.5% of GDP annually\nover the next two decades. This amount can be obtained by the carbon tax, which\nwill be a revenue-neutral policy with no Implications on the fiscal deficit.<\/li><li>High price of the materials or energy source\naccording to their carbon content will induce households, including the rich,\nto shift towards greener alternatives.<\/li><li>It will provide more employment since the\nemployment elasticity in greener forms of energy is higher than those in fossil\nfuel-based energy.<\/li><li>A significant part of more than 3% of India&#8217;s GDP\ncurrently spent on pollution-induced diseases will come down.<\/li><\/ol>\n\n\n\n<p><strong>Is Carbon tax\nas regressive?<\/strong><\/p>\n\n\n\n<p>Carbon tax is\ninherently regressive as it put burden on the poor. The poor in India\ncontribute the least to climate change face the maximum brunt of carbon tax\nthrough rise in prices of various commodities and services e.g. transport. Thus\nimplementation of carbon tax and utilizing the proceeds for pollution control\nand augmenting health budget is a rational way to help poor. By implementing it\nin conjunction with broader health and energy policy, it can help in\nredistribution and helping poor to ward off the negative impact of climate\nchange. The carbon tax can be a Pigovian Tax which balances the marginal social\ncosts such as disease etc. and additional emissions.<\/p>\n\n\n\n<p>Carbon tax will help in achievement of goals under Paris Agreement to strengthen the global response to the threat of climate change by keeping a global temperature rise this century well below 2 degrees celsius above pre-industrial levels.
