However, in many cities and countries that have successfully attracted economic investment, haphazard development has resulted in disaster risk reduction and the capacities to implement have often lagged behind. <\/p>\n\n\n\n<p><strong>Haphazard\ndevelopment projects and disasters:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Disaster is increasing faster in rapidly growing\nsmall- and medium-sized urban centres than in either rural areas or larger\ncities.<\/li><li>As cities grow wealthier, investments in\ninfrastructure and services tend to reduce extensive risks. Urban development\nis driving new patterns of both extensive and intensive risk, particularly in\ninformal settlements, along with high levels of environmental degradation. <\/li><li>Unplanned development is socially segregated,\ncharacterized by unequal access to urban areas, infrastructure, services and security.\n<\/li><li>Low-income households in particular are often\nforced to occupy exposed areas with low land values, with deficient or\nnon-existent infrastructure and social protection, and high levels of\nenvironmental degradation. The result is a pattern of spatially and socially\nsegregated disaster risk.<\/li><li>Most of the developmental projects in has\noccurred through informal mechanisms of land acquisition, building and\ninfrastructure provision. Informality is often associated with low pay and high\nexposure to environmental hazards. <\/li><li>Haphazard development can change the environment\nor ecosystem through, for instance, the expansion of paved, impermeable areas,\nwhich prevent rain from being absorbed by the soil thereby increasing flood\nhazard, particularly in low-lying areas.<\/li><li>Inadequately planned and managed projects also\ncreate new risks which threaten to erode current development gains. The lack of\nadequate infrastructure and services, unsafe housing, inadequate and poor\nhealth services can turn natural hazard into a disaster. <\/li><li>There is also the potential for the creation of\nman-made hazards through poor regulation of construction and industrial\npractices in urban areas.<\/li><\/ol>\n\n\n\n<p><strong>Approaches for lessening and managing\ndisaster risk in urban development include:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Investment and public regulation, e.g. enforcing\nsafety enhancing regulations including building codes and planning rules.<\/li><li>Resilient infrastructure development, e.g.\nearthquake resistant infrastructure development. <\/li><li>Adequate service provision, e.g. provision and\nmaintenance of electricity, water supply, and drainage systems in urban\nenvironments can reduce flood risk, but also increases the vested interest in\nprotecting assets.<\/li><li>Risk transfer, e.g. a cross-subsidised insurance\nscheme which provides poor households with catastrophe insurance cover.<\/li><li>Effective risk governance, e.g. integrating\ndisaster risk reduction into city regulations, making it an integral part of\nlocal development.<\/li><\/ol>\n\n\n\n<p>Weak regulation, for instance the lack of enforcement of rules, planning permission and regulatory investment, often linked to corruption, allow the transfer of risk from construction companies to those who live and work in the building.
