It leads to innovation and innovation in turn leads to economic growth. It allows scientists, technologists, and researchers to develop new methods, techniques, and knowledge points so as to enhance the quantity and quality of output with the same resources. <\/p>\n\n\n\n<p><strong>A favourable R&amp;D\nenvironment in India:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>With a burgeoning of the aspiring\nmiddle class, there is a huge market for a host of products. This should be a\ngood starting point for innovation and R&amp;D. <\/li><li>India boasts of a large pool of an\nEnglish-speaking manpower, which is hard to find in most countries. That makes\nexecution of R&amp;D plans much easier. <\/li><li>The government has a catalytic\nR&amp;D policy and the upgraded infrastructure in India is at par with most\nnations.<\/li><li>There are adequate regulatory and\ntax incentives. In many cases, India offers R&amp;D super deductions to the\ntune of 200%, which is at par with the best in the world. <\/li><li>From a direct tax perspective,\nR&amp;D spending offers tax breaks and incentives for R&amp;D contribution in\nthe form of accelerated depreciation. <\/li><\/ol>\n\n\n\n<p><strong>Reasons for low R&amp;D\nspending in India:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Poor private sector R&amp;D:\n<\/strong>In the recent past, private R&amp;D has shown signs of improving but the\ngrowth has either come from public sector companies or from MNCs. In fact, it\nis MNCs that accounted for 90% of the patents filed in India.<\/li><li><strong>Weak linkages: <\/strong>India\nhas a weak linkage between universities, institutes of higher learning, and\nindustry. That linkage is a lot more robust in countries like the US, UK,\nGermany, and Israel. Most Indian universities have not been able to modify\ntheir curriculum with changing times.<\/li><li><strong>Funding issues: <\/strong>Most\nR&amp;D by the private sector depends on the quality of finance available.\nWhile a lot of funding goes into software, e-commerce, and digital payment\nnetworks, not much is dedicated to genetics, molecules, clinical research etc.\nThat is a big gap.<\/li><li><strong>No focus on application: <\/strong>One\nof the shortcomings of the Indian university system has been the focus on basic\nresearch rather than application research. That has limited its value to\nindustry and hence the support is lacking.<\/li><li><strong>Weak IPR: <\/strong>The\nmost important issue is the weak IPR regime. Any investment in R&amp;D\npre-supposes a strong intellectual property rights (IPR) regime to protect the\nIPs. In most areas, R&amp;D IPs are either too weak structurally or are very\nhard to enforce.<\/li><\/ol>\n\n\n\n<p><strong>What should be done?<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Steps should be taken to improve\nmath and cognitive skills at the school level. <\/li><li>Investigator led research should be\nencouraged. <\/li><li>National labs to universities should\nbe linked so that R&amp;D can initiate from very basis.<\/li><li>A new knowledge eco-systems to\nimprove science and R&amp;D in the country should be created.<\/li><li>Private sector should be encouraged\nto focus more on R&amp;D and spending CSR fund on R&amp;D.<\/li><\/ol>\n\n\n\n<p>Therefore it is clear that the potential for R&amp;D in India is huge but there are ground level challenges. Its importance, however, cannot be underplayed. R&amp;D spending in India low as a percentage of GDP but is also stagnated at the same level since 90s. During this period, not only large economies but also small economies from Eastern Europe and Central Asia are moving ahead in the R&amp;D stakes.
