SECTION\nB: Case studies<\/strong><\/p>\n\n\n\n

Q7.<\/strong> You are the heading the rescue\noperations in a area affected by severe natural calamity, thousands of people\nare rendered homeless and deprived of food, drinking water and other basic\namenities. Rescue work has been disrupted by heavy rainfall and damaged to\nsupply routes. The local people are seeding with anger against the delayed\nlimited rescue operations. When your team reaches the affected area, the people\nthere heckle and even assault some of the team members. One of your team member\nis even severely injured. Faced with this crisis some team member plead with\nyou to call off the operations freeing threats to their life.<\/p>\n\n\n\n

In such\ntrying circumstances, what will be your response? Examine the qualities of a\npublic servant which will be required to manage the situations.<\/strong> (250 words) (20 marks)<\/strong><\/p>\n\n\n\n

Q8.<\/strong> Honesty and uprightness are\nthe hallmarks of a civil servants. Civil servants possessing these qualities\nare considered as a back bone of any strong organizations. In line of duty,\nthey take various decisions, at time some become bonafide mistakes. As long as\nsuch decisions, are not taken intentionally and do not benefit personally, the\nofficer cannot be said to be guilty. Though such decisions may, at times, lead\nto unforeseen adverse consequences in the long term.<\/p>\n\n\n\n

In the\nrecent past, a few instances have surfaced where in civil servants has been\nimplicated for bonafide mistakes. They have often been prosecuted and even\nimprisoned. These instances have greatly rattled the moral fiber of the civil\nservants.<\/p>\n\n\n\n

How does\nthis trend affect the functioning of civil services? What measures can be taken\nto ensure that honest civil servants are not implicated for bonafide mistakes\non their part? Justify your answer.<\/strong> (250 words) (20 marks)<\/strong><\/p>\n\n\n\n

Q9.<\/strong> An apparel manufacturing\ncompany having large number of women employees was losing sales due to various\nfactors. The company hired a reputed marketing executive, who increased the\nvolume of sales within a short span of time. However, some unconfirmed reports\ncame up regarding his indulgence in sexual harassment at the work place.<\/p>\n\n\n\n

 After\nsometime a women employee launched a formal complaint to the management against\nthe marketing executive about sexually harassing her. Faced with the companies\u2019\nindifference, in not taking cognizance of her grievances, she lodged an FIR\nwith police.<\/p>\n\n\n\n

 Realizing\nthe sensitivity and gravity of the situation, the company called the women\nemployee to negotiate. In that she was offered a hefty sum of money to withdraw\nthe complaint and the FIR and also give in writing that the marketing executive\nis not involved in the case.<\/p>\n\n\n\n

Identify\nthe ethical issues involved in this case. What options are available to the\nwomen employee? (250 words) (20 marks)<\/strong><\/p>\n\n\n\n

Q10.<\/strong> In a modern democratic polity\nthere is a concept of political executive and permanent executive elected\npeople\u2019s representatives forms the political executive and bureaucracy forms\nthe permanent executive. Ministers frame policy decisions and bureaucrats\nexecute these. In the initial decades after independence, relationship between\nthe permanent executives and the political executives were characterized by\nmutual understanding, respect, and cooperation, without encroaching upon each\nother\u2019s domain.<\/p>\n\n\n\n

However, in\nthe subsequent decades the situation has changed. There are instances of the\npolitical executive insisting upon the permanent executives to follow its\nagenda. Respect for an appreciation of an upright bureaucrats has declined.\nThere is an increasing tendency among the political executive to get involved\nin routine administrative matters such as transfers, posting etc. Under this\nscenario, there is a definitive trend towards \u2018politicization of bureaucracy\u2019.\nThe raising materialism and acquisitiveness in social life has also adversely\nimpacted upon the ethical values of both the permanent executive and the\npolitical executive.<\/p>\n\n\n\n

What are\nthe consequences of this \u2018politicization of bureaucracy? Discuss.  (250\nwords) (20 marks)<\/strong><\/p>\n\n\n\n

Q11.<\/strong> In one of the districts of a\nfrontier state, narcotics menace has been rampant. This has results in money\nlaundering, mushrooming of poppy farming, arms smuggling and near stalling of education.\nThe system is on the verge of collapse. The situation has been further worsened\nby unconfirmed reports that local politicians as well as some senior police\nofficers are providing surreptitious patronage to the drug mafia. At that point\nof time a woman police officer, known for her skills in handling such\nsituations is appointed as superintendent of police to bring the situation to\nnormalcy.<\/p>\n\n\n\n

If you\nare the same police officer, identify the various dimensions of the crisis.\nBased on your understanding, suggest measures to deal with the crisis. (250\nwords) (20 marks)<\/strong><\/p>\n\n\n\n

Q12.<\/strong> In recent times, there has\nbeen an increasing concern in India to develop effective civil service ethics,\ncode of conduct, transparency measures, ethics and integrity systems and anti-corruption\nagencies. In view of this, there is need being felt to focus on three specific\nareas, which are directly relevant to the problems of internalizing integrity\nand ethics in the civil services. These are as follows:<\/p>\n\n\n\n

1.\nAnticipating specific threats to ethical standards and integrity in the civil\nservices,<\/p>\n\n\n\n

2.\nStrengthening the ethical competence of civil servant and<\/p>\n\n\n\n

3.\nDeveloping administrative processes and practices which promote ethical values\nand integrity in civil services.<\/p>\n\n\n\n
