Environmental Impact Assessment (EIA) is one of the tools available with the planners to achieve the goal of harmonising development activities with the environmental concerns. EIA in India is statutorily backed by the Environment Protection Act 1986, which contains the provisions on EIA procedures.<\/p>\n\n\n\n

Main Principles of Environment Impact\nAssessment (EIA):<\/strong><\/p>\n\n\n\n

There are eight guiding principles that\ngovern the entire EIA process: The principles of EIA:<\/p>\n\n\n\n

  1. Participation:<\/strong> The process should provide\nappropriate opportunities to inform and involve the interested and affected\npublics, and their inputs and concerns should be addressed explicitly in the\ndocumentation and decision making. Appropriate\/timely access for interested\nparties is important.<\/li>
  2. Transparency:<\/strong> The process should have\nclear, easily understood requirements for EIA content, ensure public access to\nthe information, identify the factors that are taken into account in decision\nmaking and acknowledge limitations and difficulties. Open and accessible\nassessment decisions are important in EIA.<\/li>
  3. Efficient: <\/strong>The Process should impose the\nminimum cost burdens in terms of time and finance on proponents and\nparticipants consistent with meeting accepted requirements and objectives of\nEIA.<\/li>
  4. Accountability:<\/strong> The decision maker should\ninform decision making and result in appropriate levels of environmental\nprotection and community well-being. Decision makers should be responsible for\ntheir actions and decisions.<\/li>
  5. Credibility: <\/strong>The process should be\ncarried out with professionalism, rigour, fairness, objectivity, impartiality\nand balance and be subject to independent checks and verification. <\/li>
  6. Cost-effective:<\/strong> The process should\nachieve the objectives of EIA within the limits of available information, time,\nresources and methodology.<\/li>
  7. Integrated: <\/strong>The process should address\nthe interrelationships of social, economic and biophysical aspects.<\/li>
  8. Practicality:<\/strong> The process should result\nin information and outputs which assist with problem solving and are acceptable\nto and able to be implemented by proponents. Information\/outputs readily usable\nin decision making and planning is important.<\/li><\/ol>\n\n\n\n

    Significance of EIA in various projects:<\/strong><\/p>\n\n\n\n

    1. EIA is Important to ensure peaceful operations\nand conflict management in many projects.<\/li>
    2. Environmental impact assessment is not a\nprocedure for preventing actions with significant environmental impacts from\nbeing implemented. Rather the intention is that project actions are authorised\nin the full knowledge of their environmental impacts. <\/li>
    3. EIA is more than technical reports, it is a\nmeans to a larger intention, the protection and improvement of the\nenvironmental quality of life.<\/li>
    4. EIA is a procedure to identify and evaluate the\neffects of activities (mainly human) on the environment- natural and social. It\nis not a single specific analytical method or technique, but uses many\napproaches as appropriate to the problem.<\/li>
    5. EIA is not a science but uses many sciences in\nan integrated inter-disciplinary manner, evaluating phenomenon and\nrelationships as they occur in the real world.<\/li>
    6. EIA should not be treated as an appendage, or\nadd-on, to a project, but be regarded as an integral part of project planning.\nIts costs should be calculated as an adequate part of planning and not regarded\nas something extra.<\/li>
    7. EIA does not give decisions but its findings\nshould be considered in policy- and decision-making and should be reflected in\nfinal choices. Thus it should be part of the decision-making process.<\/li>
    8. The findings of EIA should be focused on the\nsignificant and essential issues. It is also required to provide a sufficient\nexplanation on why they are important, and study its validity in order to\nfacilitate a basis for policy decisions.<\/li>
    9. Government has time and again appointed\ncommittees to look into environmental protection. Example- Gadgil and\nKasturirangan Committees on Western Ghats ecology. <\/li><\/ol>\n\n\n\n

      There is a need to strengthen the implementation of EIA, Independent EIA Authority is required for fair and objective decisions. There is also a need for centralised data bank for storing information and the transparency must be maintained in dissemination of all information related to projects from notification to clearance to local communities and general public.<\/p>\n","protected":false},"excerpt":{"rendered":"
