  3. A detailed Plan of Action (PoA) to\ncounter Pakistan on the issue of Kashmir at the United Nations and other forums\nis needed. <\/li>
  4. India should employ online\npropaganda techniques to reach out to ordinary Pakistanis and mould their\nopinions about the venality, corruption and brutality of their own military\nestablishment, which has repeatedly caused ruin.<\/li>
  5. Government should appoint permanent\nenvoys to travel the globe and disseminate reams of proof of Pakistan\u2019s\ncomplicity in terrorism to foreign leaders, intelligence agencies and news\nmedia.<\/li>
