Globally, the transport sector accounts for a quarter of total emissions, out of which three quarters are from road transport. As per the report by UNFCCC, without disruptive action, transport emissions can be expected to grow from 7.7 Gt to around 15Gt by 2050. Thus, initiative like Fame India scheme is critical. Thus investment for low carbon and greener transport would help in reducing climate change and air<\/p>\n\n\n\n<p><strong>Transport Emissions in India:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>As per the Global Carbon Project\nReport, though India\u2019s road transport emissions are small in global comparison,\nit is increasing exponentially, two times as fast as the Global rise in 2018.<\/li><li>Patterns of road transport,\nhowever, diverge widely between cities and districts. Delhi tops the charts and\nemissions are more than twice as high as other Indian megacities, such as\nMumbai, Bengaluru or Ahmedabad.<\/li><li>A study published in Environmental\nResearch Letters, on the basis of Indian Census of 2011, reports that income\nand urbanization are key determinants of travel distance and travel choice and\ntherefore commuting emissions.<\/li><li>Average commuting emissions and\naverage per capita commuting emissions is highest for urban areas in India than\nsuburban areas in contrast to that of the United States.<\/li><\/ol>\n\n\n\n<p><strong>Benefits of investing in greener and sustainable urban\nmobility:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>The low-carbon transport system\ncan reduce emissions while helping to meet the increasing demand for global\ntransportation.<\/li><li>It ensures for the production of\nlow carbon transport fuels in a sustainable manner, with a low or negative\nfootprint on the ecosystems.<\/li><li>It also provides for economically\nviable infrastructure and operation that offers safe and secure access for both\npersons and goods whilst reducing short and long term negative impacts on the\nlocal and global environments.<\/li><li>The planned cities and designed\ntransport infrastructure, are critical for low-carbon mobility systems.&nbsp; <\/li><\/ol>\n\n\n\n<p><strong>Low-carbon Transport System Policy to tackle the problem\nof transport emissions:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Technology Transition: <\/strong>India is the third\u00ad largest market\nfor auto\u00admobiles. India should double down on its strategy to transition to\nelec\u00adtric two and three\u00ad wheelers. Creating a more favourable market both for\nconsumers and industry as ultra-low emission vehicles. <\/li><li><strong>Freight and Heavy Transport\nIndustry:<\/strong> Determination of the best incentives- regulation, support\nfor investment or best practice to achieve significant reductions in emissions\nis important.<\/li><li><strong>Railways:<\/strong> Promotion of electrification of\nthe rail network for improved energy efficiency in rail operations.<\/li><li><strong>Providing lower carbon public\ntransport:<\/strong> Making public transport an accessible, attractive, low\ncarbon and easy-to-use option for individuals and business.&nbsp; Provide substantial financial support to the\nrail and bus sectors.<\/li><li><strong>Promotion of Alternative and Environment-Friendly\nFuels:<\/strong> Various initiatives like Ethanol Blended Programme (EBP),\nNational Policy on Biofuels, National Electric Mobility Mission Plan (NEMMP),\nhelps in the promotion of low-carbon vehicles.<\/li><li><strong>Fiscal Measures: <\/strong>Incentivising fuel-efficient\nvehicle purchases, encouraging more fuel-efficient behaviour and potentially\nencouraging lower-carbon transport choices through fiscal measures.<\/li><li><strong>Promotion through trading systems:<\/strong> Trading systems are particularly\nrelevant to international emissions, such as those from aviation and shipping. <\/li><li><strong>Focus on well-being: <\/strong>Town planners should organise\ncities around public transport and cycling, thereby improving mobility for\nmany, while limiting car use. Uptake of non-motorised transport emerges as a\nsweet spot of sustainable development, resulting in both lower emissions and\nbetter public health in cities.<\/li><\/ol>\n\n\n\n<p>For India to achieve resilient and inclusive cities, it is necessary to continuously plan for a low carbon model of growth in our cities, rather than focussing on physical infrastructure for vehicle mobility alone. &nbsp;The need is to build compact cities with mixed land use and integrating transport planning with land use planning. It will help in emphasizing women participation and lead to inclusive sustainable urban growth.
