India supports a rules-based, balanced, and stable trade\nenvironment in the Indo-Pacific region. <\/p>\n\n\n\n<p><strong>India\u2019s concept of\nIndo-Pacific:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Geographical extent: <\/strong>&nbsp;India\u2019s\nidea of the Indo-Pacific starting from Africa to the America, which covers both\nthe Indian and Pacific Oceans, in tandem with that of Japan. It was highlighted\nby India at the Shangri-La Dialogue in 2018 with the heart of its Indo-Pacific policy being rooted in the Indian\nOcean.<\/li><li><strong>Inclusive concept: <\/strong>According\nto the Ministry of External affairs, India\u2019s\npolicy perspective on Indo-Pacific, include inclusiveness, openness, ASEAN\ncentrality and that the concept is not directed against any country.<\/li><li><strong>Rule based Indo-Pacific: <\/strong>India\u2019s concept of Indo-Pacific emphasise on a shared commitment to\nmaintain and strengthen a rules-based order in the Indo-Pacific in which all\nnations are sovereign, strong and prosperous is India\u2019s emphasis. <\/li><li><strong>Free and open region:<\/strong>\nIt asks for a free, open and inclusive region\nthat fosters universal respect for international law, freedom of navigation and\noverflight and sustainable development.<\/li><li><strong>Overall Security: <\/strong>The\nfocus of India&#8217;s Indo Pacific initiative and\nconcept is also on connectivity, enhancing maritime security, counterterrorism,\nnon-proliferation and cyber issues.<\/li><\/ol>\n\n\n\n<p><strong>Strategic\nsignificance of Indo-Pacific region for India<\/strong>:<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Mineral\nResources:<\/strong>&nbsp;Maritime territories have emerged as depositories of vital\nresources ranging from fish stocks to minerals and offshore oil and gas. The\nSouth China Sea, for instance, is estimated to hold some 10% of the global fish\nresources as well as 11 billion barrels of oil and 190 trillion cubic feet of\ngas.<\/li><li><strong>Economic Growth:<\/strong>&nbsp;According\nto a report of the Asian Development Bank (ADB), countries in the Indo-Pacific\nproduce over 60% of global GDP, making the region the largest single\ncontributor to global growth. Thus, the region is important for India\u2019s economic\ngrowth and aim of reaching a $5 trillion economic goal.<\/li><li><strong>Commerce:<\/strong>&nbsp;The\nregion consists of many of the world\u2019s vital choke points for global commerce,\nincluding the Straits of Malacca which is very critical for the growth of the\nworld economy.&nbsp;The Indo-Pacific region also stands at the intersection of\ninternational trade, with around 32.2 million barrels of crude oil pass through\nannually and 40% of global exports come from the region.<\/li><li><strong>Connectivity:<\/strong>\nIndia is planning to put greater energy to the IORA because the heart of its\nIndo-Pacific policy is rooted in the Indian Ocean. This integrates the blue\neconomy part of the Indian policy with the security part.<\/li><li><strong>Chinese threat:<\/strong>\nChina\u2019s increasingly active presence in the Indian Ocean region as well as its\nefforts to expand geopolitical reach in Asia and beyond by the use of trade and\nmilitary Demand rule based order to secure India\u2019s interests and free trade. In\nthe present time, the control of sea lanes and ports would be the game.<\/li><li><strong>Freedom of\nnavigation:<\/strong> It is important to adhere to freedom of navigation, adherence\nto rules-based order and stable trade environment. Also for free sea and air\nlanes, connectivity and upholding international rules and norms.<\/li><\/ol>\n\n\n\n<p><strong>Government efforts\nregarding Indo-Pacific region:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>SAGAR: <\/strong>The government\nhas introduced the concept of SAGAR (Security and Growth for All in the Region)\nand believes in an Indo-Pacific that is free, open and inclusive, and one that\nis founded upon a cooperative and collaborative rules-based order.<\/li><li><strong>Indo-Pacific Regional Dialogue (IPRD):<\/strong> In continuation of the process of engaging the global\nstrategic community in an annual review of India\u2019s opportunities and challenges\nin the Indo-Pacific region, the second edition of Indo-Pacific Regional\nDialogue (IPRD), 2019 was held in New Delhi.<\/li><li><strong>Maritime exercises: <\/strong>Being\nextremely careful of its relationship with China, India has tried to keep away\nfrom several military and naval exercises. Though it is one of the major\nIndo-Pacific powers, it has not allowed countries like Australia to participate\nin the annual, Indian-led multinational Exercise Malabar.<\/li><li><strong>Participation at international platforms: <\/strong>India has been an active participant in mechanisms like the\nIndian Ocean Rim Association (IORA), the East Asia Summit, and ASEAN Defence\nMinisters Meeting Plus.\nAll&nbsp;these&nbsp;engagements&nbsp;portray&nbsp;India\u2019s&nbsp;increasing&nbsp;involvement&nbsp;in&nbsp;the\nIndo-Pacific.&nbsp;<\/li><li><strong>Dialogue with China: <\/strong>From\nthe economic point of view, relationship with China is important, as it is\nIndia\u2019s largest trading partner. From a security perspective, the standoff in\nthe Doklam valley was resolved through dialogue. It was followed by the Wuhan\ninformal summit and efforts are on to improve ties.<\/li><\/ol>\n\n\n\n<p>The Indo-pacific region is highly heterogeneous in terms of\neconomic size and level of development, with significant differences in\nsecurity establishments and resources. Maintaining the delicate balance between\nthe interests of all stakeholders will be a key challenge.
