It represents a rich and diverse spectrum of\nactivities with the handwoven sector on the one end and the capital intensive\nmill sector on the other. The textile industry plays a significant role in\nIndian economy by providing direct employment to an estimated 35 million\npeople, by contributing 4% of GDP and accounting for 35% of gross export\nearnings. By contributing towards employment generation and in terms of social\nwelfare it can play a significant role due to its unorganised structure.<\/p>\n\n\n\n<p><strong>Textile\nindustry\u2019s role in India\u2019s inclusive growth:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Employment generation: <\/strong>Textile industry is labour intensive and offers\nmaximum employment in the country. It is a source of employment both in rural\nand urban areas. Textile industry in India can provide indirect employment to\nmany million people, such as cotton growers, processors, cloth dealers, shop\nkeepers, exporters and importers.<\/li><li><strong>Farmer\u2019s welfare: <\/strong>Textile industry needs raw material which is mostly procured locally. For\ninstance, cotton is the main material used for the production of yarn and\ncloth. The development of the industry encourages farmers to grow more cotton,\nwhich leads to income generation in the\nagricultural sector. <\/li><li><strong>Higher wages: <\/strong>To the members of unionized labour, it provides secure jobs with wage rates significantly higher\nthan those prevailing in the unorganized sector of the industry.<\/li><li><strong>Government revenue: I<\/strong>t is a source of revenue and means to earn\nforeign exchange for the government. The industry plays an important role in providing foreign\nexchange resources by exports. This helps the\ngovernment to spend more on social welfare and poverty alleviation measures.<\/li><li><strong>Women empowerment: <\/strong>Textile industry plays a significant role in women\nemployment, especially in rural areas. The number of women employed in the\ntextile industry is on the increase ever since the liberalisation. According to CMIE (Centre for Monitoring Indian Economy) the industry\nprovides employment to about 15 million women.<\/li><li><strong>Reduce inequalities: <\/strong>It plays an important role in reduction of\ninequalities in income and wealth and more even distribution of economic power\nin the country. It thus plays an important role in the\nremoval of poverty and technological and economic\nself-reliance of the nation.<\/li><\/ol>\n\n\n\n<p><strong>Significance\nof Technical Textiles Mission: <\/strong>Technical textiles\nare textiles materials and products manufactured primarily for technical\nperformance and functional properties rather than aesthetic characteristics.<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Research, Innovation and Development:<\/strong>&nbsp;The mission will focus on promoting both\nfundamental research at fibre level and application based research in\ngeo-textiles, agro-textiles, medical textiles etc.<\/li><li><strong>Promotion and Market Development: <\/strong>The penetration level of technical textiles is\nlow in India varying between 5-10% against the level of 30-70% in developed\ncountries. The mission aims at an average growth rate\nof 15-20% per annum through market development, market promotion, international\ntechnical collaborations, investment promotions and &#8216;Make in India&#8217;\ninitiatives.<\/li><li><strong>Export Promotion: <\/strong>It aims at export promotion of technical textiles\nenhancing. An Export Promotion Council for Technical Textiles will be set up\nfor effective coordination and promotion activities in the segment.<\/li><li><strong>Education, Training, Skill Development: <\/strong>The Mission will promote technical education at\nhigher levels. Skill development will be promoted and adequate pool of highly\nskilled manpower resources will be created.<\/li><li><strong>Inclusive growth: <\/strong>The Mission will focus on usage of technical textiles in\nvarious flagship programmes including strategic sectors. The use of technical\ntextiles in agriculture, dairy and in programmes like Jal Jeevan Mission, Swachh Bharat Mission and Ayushman Bharat will bring an overall\nimprovement in economy, better agricultural productivity and higher income to\nfarmers. <\/li><li><strong>Infrastructure: <\/strong>The use of geo-textiles in highways, railways and ports\nwill result in robust infrastructure, reduced maintenance cost and higher life\ncycle of the infrastructure assets.<\/li><li><strong>Waste disposal: <\/strong>It will also develop suitable equipment for environmentally\nsustainable disposal of used technical textiles, with emphasis on safe disposal\nof medical and hygiene wastes.<\/li><li><strong>Indigenous manufacturing: <\/strong>There is another important component in the\nresearch activity aiming at development of indigenous machineries and process\nequipment for technical textiles, in order to promote &#8216;Make in India&#8217; and\nenable competitiveness of the industry by way of reduced capital costs.<\/li><\/ol>\n\n\n\n<p>Textile industry occupies a place of unique\nimportance in the economy of the country by virtue of its significant share in\nindustrial production and large workforce employed. A sustained and balanced\ngrowth of this industry is, therefore, vital to the economic growth of a\ncountry as also for fulfilment of the most essential needs of the people.
