Unfortunately, despite various efforts farmers continue to suffer\nlosses. With climate change, farmers are at risk of various disasters like\ndroughts, floods, landslides degradation that has added to farmers\u2019 plight. Due\nto continued failure and acute agrarian distress farmers, face continued debt\nand low income trap, a condition in which farmers are mired in continuous cycle\nof low income and debts. <\/p>\n\n\n\n<p><strong>Why\ndo the farm sector and farmers continue to suffer losses?<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Lack of Awareness: <\/strong>Despite\nvarious government welfare initiatives many farmers\nare unaware of such initiatives. Lack of knowledge hinders farmers from\ngetting benefits from\nsuch schemes. Many farmers have never heard about direct cash transfer.<\/li><li><strong>Benefitting few: <\/strong>The government schemes and policies are being mostly\nbenefitting big farmers having large landholding. Various subsidies never reach the hands of poor and small farmers.\nThus, the majority of farmers are under\ndistress and burden of debt.<\/li><li><strong>Narrow approach: <\/strong>The crisis of agriculture is widespread with different\nsegments of the agricultural sector- food crops, non-food crops, and livestock\neconomy being affected. The widespread nature of the crisis implies that any\nsolution has to address all its dimensions. Unfortunately, the narrow approach\nhas offered piecemeal solutions without addressing the root causes. While these\nmay provide temporary relief to the farming community, they are unlikely to\nprevent another crisis a few years from now.<\/li><li><strong>Post-failure reliefs: <\/strong>Most of Indian policy in response to agrarian\ndistress is based on providing subsidy or post failure reliefs in term if loan\nwaivers. Due to continued failure and acute agrarian distress farmers, face\ncontinued debt and low income trap.&nbsp;<\/li><li><strong>Structural issues: <\/strong>Falling MSPs, leakage and wastage in transit, fluctuating\nprices because of global imports-exports, lack of cold storage and adequate\nfood processing, etc. has only increased the cost of agriculture and low income profits to farmers.<\/li><li><strong>Shrinking land-holding size:<\/strong> Average size of landholdings have shrunk from\n2.28 hectares in 1970 to 1.08 hectares in 2015 (NABARD). Fragmentation forces\nfarmers into subsistence farming which affects their capacity to invest in land\nand productivity, hence perpetuating poverty. Small holding size makes the\ndiffusion of advanced technologies difficult.<\/li><\/ol>\n\n\n\n<p><strong>What\nshould be done?<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Distributive Expenditure: <\/strong>The disparity in agriculture expenditure and\ngrowth drivers, mainly the subsidiary sectors, must be addressed. Despite\nhigher growth in livestock and fisheries sector, only moderate to low\nexpenditure was recorded. Expenditure on livestock and fisheries must be\nincreased, as they are mainly connected with resource-poor families in rural\nareas and also to raise the decelerating growth rate.&nbsp;<\/li><li><strong>Strengthening FPOs: <\/strong>Farmer Producer Organisations (FPOs), which are currently\nfacing operational and structural issues governed by different Acts and funded\nby various sources, may be strengthened by bringing them under one institution,\npreferably an FPO Development and Regulatory Authority. <\/li><li><strong>Affordable Technology: <\/strong>Affordable technologies must be developed and\ndeployed particularly in rural and remote areas where digital literacy of\nfarmers has improved considerably.&nbsp;Technology can help farmers with increased\nreturns.<\/li><li><strong>Investment: <\/strong>Investment measures or an incentive-based system is\nessential to scale up sustainable practices such as agroforestry, climate-smart\nagriculture, ecosystem services, conservation agriculture and others.\nIncreasing corporate social responsibility will help to tap more private\ninvestments besides encouraging private players in potential areas where\nproduction sustainability is possible.<\/li><li><strong>Farm data agency: <\/strong>The government must establish a farm data agency, which can\nconsolidate, collate and maintain farm data available at various platforms.\nOngoing efforts of digitisation of land records must also include\nfarmer-centric advisories.&nbsp;<\/li><\/ol>\n\n\n\n<p>Farm sector needs more governmental\nefforts. Linking procurement to minimum wage, general inflation and the overall\nquality of living index, and freeing the farmer of loan and investment burdens,\nwill enable elimination of agrarian distress. These measures will help achieve\nthis faster than all the well-intentioned government policies supposed to\nbenefit the farmers all these years.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Demand of the question Introduction.
