A secure IOR is key to ensuring security of India\u2019s national\ninterests. The importance attached to sea lines of communication (SLOCs)\nsecurity was first seen in India\u2019s stated aspiration to become a net security\nprovider in the region. In 2015, India started SAGAR (Security and Growth for\nAll in the Region) strategy, making it the cornerstone of his engagement with\nthe Indian Ocean rim and islands. <\/p>\n\n\n\n<p><strong>Importance\nof Indian Ocean Region (IOR) for Indian security:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Energy security:<\/strong>&nbsp;Nearly 80% of India\u2019s crude oil requirement is\nimported, which are mostly routed through the sea.&nbsp;Taking into account the\ntotal oil imports by sea, offshore oil production and petroleum exports, the\ncountry\u2019s cumulative sea dependence for oil is estimated to be about\n93%.&nbsp;Thus, IOR is very important to keep India\u2019s oil route safe.<\/li><li><strong>Trade security: <\/strong>Today, almost 95% of India\u2019s trade by volume and 68 per\ncent of trade by value are routed via the Indian Ocean.&nbsp;Any impediment to\nflow of commercial traffic would have disastrous ramifications on her economic\nobjectives.<\/li><li><strong>Resources: <\/strong>India depends heavily on Indian Ocean resources for\nresources. Fishing and aquaculture industries are a major source of export as well as providing employment to\nmore than 14 million people. Thus, securing presence in IOR is important for India.<\/li><li><strong>Security threats: <\/strong>Militarily, the presence of a long coastline makes India vulnerable to potential threats\nemerging from the sea. One of the worst terrorist attacks in Mumbai was\nperpetrated by terrorists arriving by sea. India\u2019s nuclear\ninstallations, coastal cities are at continuous threat from state and non-state\nactors. Thus, keeping an eye on the sea is important.<\/li><li><strong>Piracy: <\/strong>The presence of non-traditional threats like piracy,\nsmuggling, illegal fishing and human trafficking also present major challenges\nand hence, a secure Indian Ocean is key to securing India\u2019s national interests.\nMultiple cases are reported in the past of drug\nsmuggling near Gujarat coast, Mumbai coast etc.<\/li><\/ol>\n\n\n\n<p><strong>India\u2019s\npolicy of \u2018Security and Growth for All in the Region\u2019 (SAGAR) for IOR islands:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Safeguard land and maritime territories and\ninterests:<\/strong> Enhancing capacities\nto safeguard land and maritime territories and interests is major focus under\nSAGAR initiative. India has held multilateral naval exercises called Milan in\nthe Andaman and Nicobar Islands with 16 other countries and in the Rim of the\nPacific Exercise (RIMPAC). The success of maritime cooperative action against\npiracy in the Gulf of Aden is an example of the benefits of a cooperative\napproach which resulted in a dramatic decline in piracy incidents in the\nregion.&nbsp;<\/li><li><strong>Deepening economic and security cooperation: <\/strong>The emergence of the Blue Economy promises a new\npillar of prosperity in the region with immense economic and employment\npotential. It is important to engage with IOR in Blue Economy initiatives,\nparticularly in the areas of marine bio-technology, exploration and sustainable\nexploitation of ocean mineral resources, sustainable fishing practices, and\nharnessing of ocean energy.India\nis committed to extending port connectivity among the littoral states of the\nIndian Ocean and beyond. <\/li><li><strong>Disaster management: <\/strong>Promoting collective action to deal with natural\ndisasters and maritime threats like piracy, terrorism and emergent non-state\nactors is a goal under SAGAR. India is proactive in providing assistance to\nlittoral islands during disaster. This was seen recently, in India\u2019s support to\nMadagascar which was ravaged by the Cyclone Ava. The Indian Navy and Air Force provided 1,000 tonnes of fresh water to\nMale to help Maldives which is suffering from an acute drinking water crisis.\nThe Annual Joint HADR exercises, conducted by Indian Navy, help in India to\nconnect with other nations.<\/li><li><strong>Working towards sustainable regional development\nthrough enhanced collaboration: <\/strong>India\nis targeting for re-energising economic activity in our islands and our coastal\nareas. There is a renewed focus on strengthening marine research, developing\neco-friendly marine industrial technologies, promoting sustainable fisheries and ensuring the protection of the\nmaritime environment.14\nCoastal Economic Zones being developed under Sagarmala.<\/li><li><strong>Engaging with countries: <\/strong>Engaging with countries beyond our shores with\nthe aim of building greater trust and promoting respect for maritime rules,\nnorms and peaceful resolution of disputes is one of the goals under SAGAR. India is working on a\nrange of projects to improve maritime logistics in Sri Lanka, Maldives,\nMauritius and Seychelles. Other initiatives include the Kaladan transport\nproject leading to Sittwe port in Myanmar, the Trilateral Highway to Thailand, and\nthe Chabahar port project in Iran.<\/li><\/ol>\n\n\n\n<p><br>\nIt is clear that, if India wants to become a serious Indo-Pacific player, it\nhas to prioritise implementation of the SAGAR initiative. It is important for\nIndia to look beyond the Quad to partner with smaller littoral states and\nprovide alternatives to China\u2019s investment strategies.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Demand of the question Introduction.
