Suggest some measures. \n <strong>Conclusion.\n <\/strong>Way forward.\n <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>The bureaucracy is a crucial pillar of the\nIndian state, and has been given the responsibility for administering the\ncountry. It was supposed to participate in the socio-economic development of\nthe nation. Unfortunately, traditional bureaucratic structure and culture in\nIndia led to inefficiency, corruption, and red Tapism and is considered to\nhamper the socioeconomic development agenda.<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Corruption:<\/strong> Bureaucratic structure has been criticized for the strong\nprotection it provided under the constitution Article 311. It has acted as\nshield for bureaucracy which led to lack of accountability and transparency. This\nhas also been the cause of\nrising business-political-bureaucratic nexus and consequently wide spread\ncorruption and, hence, hampered the process of socio economic development.<\/li><li><strong>Political interference:<\/strong> Sometimes there is \u201cunholy\u201d nexus between\nunscrupulous politicians and officers leading to poor governance. Transfer and\nlocation posting being in control of political leaders bent the working based on performance to appease the politician of the day.<\/li><li><strong>Red Tapism:<\/strong> Red Tapism and unnecessary complex procedures add to the\nhardship of citizens. It has made doing business in India a difficult task.\nDevelopment has been hindered by delays in processing, approval of the project.<\/li><li><strong>Grievance redressal: <\/strong>There is a perceptible lack of commitment in\npublic servants towards redressal of citizens\u2019 grievances.Lack of empathy, indifferent attitude towards\nthe public are still present in the bureaucratic\nstructure. This has hampered the process of inclusive development as\nbureaucracy hasn\u2019t been to redress the public grievances completely. <\/li><li><strong>Lack of coordination: <\/strong>Bureaucracy has been mired by lack of\ncoordination among various services. Interservice rivalry between IAS, IPS and IRS exits with special\npreference in compensation and powers to IAS. This is a constant source of social tensions while working together.<\/li><li><strong>Rigid hierarchy:<\/strong> Hierarchy in bureaucracy slows down implantation of\npolicies &amp; decision making. Government servants are rarely held to account\nand complaints to higher authorities usually go unheeded. Frequent transfer of\nofficers reduces their effectiveness and also dilutes their accountability.<\/li><\/ol>\n\n\n\n<p><strong>Way\nforward: <\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Citizen centric administration: <\/strong>The 2<sup>nd<\/sup> ARC report has pointed out\nthe need to make citizen centric administration as a Priority. The priority\nneed to be shifted to citizens and making administration pro-poor.<\/li><li><strong>Attitude change: <\/strong>Attitude change through linking service conditions with\noutcomes and reforming policies to appreciate\/reward proactive civil servants\nis needed.<\/li><li><strong>Focus on Outcomes: <\/strong>There is a need for a result oriented bureaucracy which\nfocuses on outcomes, is people-centric, participatory responsive and focused on\neffectiveness and equity rather than merely efficiency.<\/li><li><strong>Bottom-up approach: <\/strong>Socio-economic development requires bottoms-up approach and\ntherefore sensitization of bureaucrats towards problems faced by people is very\nimportant.<\/li><\/ol>\n\n\n\n<p>The bureaucrats have struggled to change\ntheir mind set to the new scenario after independence. The needs of the current\nadministration has grown in complexity and requires specialisation for\neffective governance.
