It plays an\nimportant role in formulating a regulatory framework for the shipping industry\nacross the world. <\/p>\n\n\n\n<p><strong>Role\nand mandate of the International Maritime Organization:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Regulatory framework for the shipping industry:<\/strong> Its main role is to create a regulatory\nframework for the shipping industry that is fair and effective, universally\nadopted and universally implemented. It encourage the removal of discriminatory\naction and unnecessary restrictions by governments engaged in international\ntrade, so as to promote the availability of shipping services to world commerce\nwithout discrimination.<\/li><li><strong>Safety and security of international shipping:<\/strong> The IMO sets standards for the safety and\nsecurity of international shipping. IMO measures cover all aspects of\ninternational shipping including ship design, construction, equipment, manning,\noperation and disposal to ensure that this vital sector\nremains safe, environmentally sound, energy efficient\nand secure.<\/li><li><strong>Goal-Based New Ship Construction Standards: <\/strong>This means that the IMO also set standards for\nthe ship making. The standards are intended to ensure that full standards conform to the\nsafety goals and the functional requirements established by the IMO. <\/li><li><strong>Investigation of the Maritime Casualties and\nIncidents:<\/strong> IMO check and\ninvestigate the casualties and the accidents happening in the midwaters or the\ninternational waters and also ensure that the conduct of the investigations,\nanalysis and reporting the accidents is in accordance with the globally\nrecognised best practices.<\/li><li><strong>Creating a level playing-field:<\/strong> An important aim of IMO is to facilitate\ncooperation among governments on technical matters of all kinds affecting\nshipping engaged in international trade. It plays an important role to create a\nlevel playing-field and prevent compromise on safety, security and\nenvironmental performance. <\/li><li><strong>Marine pollution: <\/strong>One of its key duties is to devise strategies and measures\nto keep the waterways clean by preventing marine pollution from ships. IMO has\nannounced an ambitious project to decarbonise shipping in order to reduce\ncarbon emissions. It has also mandated that merchant ships should not burn fuel\nwith sulphur content greater than 0.5%.<\/li><li><strong>Piracy and armed robbery against ships:<\/strong> IMO also work to combat piracy and armed\nrobbery at sea by adopting measures, including those relating to assistance\nwith capacity-building through training of seafarers, port staff and\nenforcement personnel. It brings the alleged perpetrators to justice, in accordance with\ninternational laws.<\/li><\/ol>\n\n\n\n<p><strong>Importance\nfor Indian maritime interests:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Rule based trade: <\/strong>There is a need to strengthen the maritime rules-based\norder to provide a strong foundation for the Indian economy. Today, almost 95%\nof India\u2019s trade by volume and 68% of trade by value are routed via the Indian\nOcean.&nbsp;Thus a regulatory framework for the shipping industry facilitated\nby IMO is must to establish a rule based order.<\/li><li><strong>Tackling Piracy:&nbsp;<\/strong>Asia\u2019s seas offer rich pickings for pirates who\nsteal oil and supplies worth billions of dollars every year. The Malacca, Singapore straits and Indian Ocean serve as global shipping superhighways and are major\nregions for piracy. Safeguarding these is important\nfor securing India\u2019s interests.<\/li><li><strong>Energy security:<\/strong>&nbsp;The Indian Ocean region serves as one of the busiest\ncommercial as well as primary energy supply lines in the world. However, the\nenergy traffic in the region is vulnerable to various strategic choke\npoints.&nbsp;Nearly 80% of India\u2019s crude oil requirement is imported, which are\nmostly routed through the sea.&nbsp;Thus, it is very important to work with IMO\nto keep oil routes safe.<\/li><li><strong>India\u2019s shipping industry:<\/strong> Shipping, which accounts for over 90% by volume\nand about 80% by value of global trade, is a highly regulated industry with a\nrange of legislation promulgated by the IMO. The IMO\u2019s policies or conventions\nhave a serious impact on every aspect of shipping including the cost of\nmaritime trade. Thus more presence in organisation through lobbying is must to\nsecure India\u2019s maritime interests.<\/li><li><strong>Preventing conflicts:&nbsp;<\/strong>IMO rules and policies have\na significant impact on all the nations. For\ninstance, the IMO\u2019s demarcation of \u201cHigh Risk Areas\u201d when piracy was at its\npeak has resulted in virtually the entire south-west coast of India being seen\nas piracy-infested. This has impacted India\u2019s maritime interests. The \u201cEnrica\nLexie\u201d shooting incident of 2012, off the coast of Kerala was a direct fallout\nof the demarcation. Thus it is must to ensure that India\u2019s maritime interests are\nprotected by more presence in IMO. <\/li><\/ol>\n\n\n\n<p>IMO is significant for a rule based trade order in the world. So\nfar, India\u2019s presence and participation in the IMO has been at the individual\nlevel. India should make its presence felt so that its national interests are\nserved.
