India has been a country of tolerance.\nSince Buddha to Mahatma Gandhi, Indian society is full of examples of tolerance\nand harmony as a way of life. But in recent times, there has been a rise in\nviolence across the nation. Current instances of intolerance threaten the very\nsocial fabric of Indian society. With rise in communal disharmony and\nintolerance, there is threat to overall peace in the society. Mob-violence,\nlynching are some of the symptoms caused by various reasons.<\/p>\n\n\n\n

Causes\nof rise in communal disharmony and intolerance: <\/strong><\/p>\n\n\n\n

  1. Vote Bank Politics:<\/strong> The politicians use the communal card to align themselves\nto a particular community or for the purpose of breaking up the vote bank of\nanother party often indulges in instigating a communal riot.<\/li>
  2. Struggle for Identity:<\/strong> In order to ensure their relevance in a system\nthat appears to be highly biased, various classes of people, like the Dalits,\nthe tribals and other minorities tend to project a collective front. Any threat\nto their class is furiously opposed, so as to make their voices heard in this\noblivion.<\/li>
  3. Conflict of Interests:<\/strong> Communal conflicts are a means for communities\nto assert their communal identities and to demand their share in economic,\neducational and job opportunities. This often adds fuel to the fire and increases\nanimosity between the two communities, as the minority community feels\nthreatened and the majority community feels victimised.<\/li>

Resource Crunch:<\/strong> As the availability of natural resources like land, water,\nminerals, etc. is reducing due to an exponentially growing population, the\nclamour for ownership of the available resources, which are there at the\ndisposal of various communities\nis also increasing.<\/li>
  7. Growing Intolerance Levels:<\/strong> The social insecurities arising out of a life\nof deprivation and mistrust for everyone around has made the common individual\nirritable and intolerant. Further, fear psychosis among\nminorities is being percolated to the majority community as well. Instances of\nhate speech, data about the increase in population of minorities as a threat to\nmajority interests generate a situation of intolerance in the community.<\/li>
  8. State\u2019s support:<\/strong> India has many hostile neighbours, who wish to make it\nweak through a communal divide. Pakistan is causing an unconventional war, which is more damaging to the\nnational stability in the long term.<\/li><\/ol>\n\n\n\n

    Rise\nin communal disharmony and intolerance- a threat to Indian plural democracy:<\/strong><\/p>\n\n\n\n

    1. Threat to minority: <\/strong>Rise in intolerance and communal disharmony lead to\nmajoritarianism and thus, suppress minorities and hinder their rights.<\/li>
    2. Mob-violence: <\/strong>Rise in disharmony has led to targeting of religious\nminorities and led to a rise in mob-violence, which has impacted the psyche of\nminorities and led to an atmosphere of threat to life.<\/li>
    3. Threat to Rule of law: <\/strong>With rise in\nincidence of mob justice, lynchings, there is a threat to rule of law. For\ninstance, the recent killing of Rapists in Telangana by police, is being\ncelebrated in India. The recent killing of policemen by mob is an example of\neroding rule of law.<\/li>
    4. Freedom of speech: <\/strong>It has also impacted freedom of speech. Disharmony and\nintolerance has led to excessive scrutiny of speech and expression and prevent\nmany to speak freely due to fear of life.<\/li>
    5. Harmed human rights: <\/strong>Deployment of large scale security forces\ndissipates the state exchequer and may result in occasional Human Rights\nabuses. The Human Development Index of the society is adversely affected by\nthese hampering restrictions that are laid on the basic right to freedom of\npeople. <\/li>
    6. Regionalism: <\/strong>The anti-national elements get adequate opportunity to fan\nregional feelings and work on creating an atmosphere to break the cohesiveness\nof our society.<\/li>
    7. Lawlessness: <\/strong>Lawlessness accruing out of communal disharmony is\nexploited by the divisive forces operating in the country because of which\ninternal security risks gets heightens.<\/li>
    8. Damage social fabric: <\/strong>The social fabric of the society gets\nirreparably damaged and the conditions of mistrust serve as a catalyst for\nfuture conflicts on flimsy grounds.<\/li><\/ol>\n\n\n\n

      Way\nforward: <\/strong><\/p>\n\n\n\n

      1. Efficient administration: <\/strong>Quick and appropriate decisions by the\nadministration is needed. After identifying the type, stage and gravity of the\ndisturbance, must take immediate actions to mitigate the losses and be\nproactive to requisition and detained personnel with provocative behaviour.<\/li>
      2. Training: <\/strong>Police forces especially trained for the purpose must be\npromptly deployed in adequate numbers with requisite equipment and proper gear\nto handle situations at the\nphysical, as well as emotional level.<\/li>
      3. Delegation: <\/strong>Proper delegation of responsibility and authority must be\ndefined so that no one looks over the shoulder at the time of crises. It is\nalso very important to hold a person in charge accountable for any misgivings or overreach of authority.<\/li>
      4. Media guidelines: <\/strong>During the outbreak of a riot, the local people must be\nregularly kept updated regarding the prevailing situation through various forms\nof media, which must be provided with guidelines to ensure it does not\naggravate the situation further.<\/li>
      5. Fair probe: <\/strong>Prompt and fair probe into all incidents that may take\nplace during the riot be conducted and locals appraised of the action taken by the administration.<\/li>
      6. 6.     \nCyber-security: <\/strong>Cyber police should be watchful of posts made in the social\nmedia and websites carrying any provocative content with the aim of spreading\ncommunal tension and bring to book such people.<\/li><\/ol>\n\n\n\n

        The basic reason for all communal\ndisturbances is the communal atmosphere pervading the country and the communal\ntension built up between different communities.
