Formalisation leads to\nmore tax revenues with an increase in\ntax-to-GDP ratio. Formalisation provides a\nlevel-playing field for tax-compliant entities, expanding the tax base so that the burden falls more equitably on\nall the players rather than a select few.<\/li><li><strong>Scale and productivity: <\/strong>Formal firms can more easily increase production\nand employment, moving to a larger, more efficient scale of operation and\npotentially bringing in higher revenues and profits. It helps firms get access\nto formal credit, comply with the law, and avoid paying fines.<\/li><li><strong>Social spending: <\/strong>Due to more revenues to the government it leads to more\ninvestment in the social\nsector. With increased revenue government can invest in education, health,\nskill development etc.<\/li><li><strong>Reduce black money: <\/strong>It becomes tough to involve in money laundering and illegal\nactivities as transparency will increase. Due to formalisation companies have\nto show balance sheets and comply with rules and regulations. <\/li><li><strong>Labour welfare: <\/strong>Transitioning economy towards formality brings benefits by establishing the rule\nof law and provide benefits of labour laws to entrepreneurs and workers. It\nenforces minimum wages and proper documentation of benefits by the employer.\nFormal jobs also end up ensuring the dignity of labour; enable productivity\nimprovements, as well as access to formal training.<\/li><li><strong>Growth and development: <\/strong>Formalisation facilitates doing business, improves\nthe investment climate. This encourages growth\nand development of a nation. <\/li><\/ol>\n\n\n\n<p><strong>Issues\nrelated with formalisation:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li><strong>Loss of jobs: <\/strong>In\nIndia, which currently faces an unemployment problem, the informal sector\nprovides the vast majority of opportunities both for its youth and for people coming\noff the farm to earn incomes. Formalisation can lead to loss of employment due\nto various reasons.<\/li><li><strong>Skill requirement: <\/strong>The labour and MSMEs may lack skill and resources to comply\nwith formal rule and regulations. For example, GST turned out to be complex to\nmost of the small industrial units that led to loss to them.<\/li><li><strong>Red-Tapism:<\/strong>&nbsp;According to a 2015 study by\nthe Centre for Civil Society, there are 44 central statutes and over 150 state statutes\ngoverning every aspect of the employee-employer relationship. The process of\nformalization is too burdensome and costly for small enterprises to remain\ncompetitive. <\/li><li><strong>Cost of compliance: <\/strong>Most informal sector works on low labour cost and increased\ntax compliance, thereby making them profitable. Formalisation would lead to\nrise in input and labour cost making many informal units non-productive.<\/li><li><strong>Ability to do business:<\/strong> Informal firms are able to improve their\nability to do business in various many ways. For example, small entrepreneurs\ngain from forming effective associations with their peers. They also benefit\ngreatly from \u2018mentoring\u2019. They cannot afford the loss of income by taking time\noff for training under formal rules. <\/li><\/ol>\n\n\n\n<p>The thrust of the Indian government\u2019s\npolicies should not be to reduce the size of the informal sector. Rather, it\nmust be to improve working conditions for the citizens who earn incomes in the\nsector.
