Women empowerment is one of the biggest\ntools for development of any country. It means freedom of women from the\nvicious circle of social, political, economic and gender-based discrimination.\nSkill development not only creates employment opportunities but also empowers\nthem. <\/p>\n\n\n\n

Need\nand significance of skill development among women in India:<\/strong><\/p>\n\n\n\n

  1. Inclusive economic growth: <\/strong>India is one amongst the fastest growing\neconomies of the world and has the second largest labour force. Women\nconstitute 49% of the total\npopulation. Skill development of women is decisive to the economic progress of\nthe nation.<\/li>
  2. Demographic dividend: <\/strong>Women in neither in education nor in labour\nforce category is large. According to a 2018 World Bank report, the labour\nforce participation rate among females in India was 26.97 LFPR female in 2018\nin India. This must change for India to reap demographic dividend for which\nskill development is important.<\/li>
  3. Automation:<\/strong> With the advent of technology, digitization and\nautomation, even those women who are employed in low skills and low paying\njobs, are likely to lose their place in the workforce. Thus, there is a need to inculcate appropriate skills\namong women to make them ready to adapt to industrial changes.<\/li>
  4. Gender equality:<\/strong> Skill development helps in providing women with employment opportunities and thus\nis important for achieving gender equality and women\u2019s empowerment.<\/li>
  5. Economic goals: <\/strong>Equal participation of women in the Indian economy is\nimperative to achieve our lofty goals of becoming an economic superpower and\nachieve the target of $5 trillion by 2025.<\/li><\/ol>\n\n\n\n

    Government\nmeasures for skill development of women:<\/strong><\/p>\n\n\n\n

    \n Training via Training\n Institutes<\/strong>\n <\/td>\n Through a\n wide network of ITIs, spanning the country, special focus is laid on\n enrolment of women. There is nearly 97% increase in admissions in 2018 as\n compared to 2014 to reach 173,105 women trainees from 87,799.18\n National Skill Training Institutes (for Women) are imparting skill training\n exclusively for women. Further,\n exclusive batches to provide basic training to women have been started under the National Apprenticeship\n Promotion Scheme in all Centrally Funded Institutes. \n \n \n <\/td><\/tr>
    \n Pradhan Mantri Kaushal\n Vikas Yojana<\/strong>\n <\/td>\n The flagship program strives to promote\n increased participation of women in the workforce through appropriate\n skilling and gender mainstreaming of skills.\n <\/td><\/tr>
    \n Skill India Mission<\/strong>\n <\/td>\n Programs\n under the Skill India Mission are designed to not only train women in\n relevant skills that are sought by employers, they are also sensitive to\n their needs by providing safe transport, flexible schedules and childcare\n support.Skill\n India has partnered with Government Initiatives like Ayushman Bharat, Swachh\n Bharat Mission, and Smart City Mission etc. to align skill development\n efforts to these national missions by ensuring a steady flow of skilled\n workforce. \n \n <\/td><\/tr>
    \n Recognition of Prior\n Learning (RPL)<\/strong>\n <\/td>\n Under the RPL more than 4 lakh women\n candidates have been oriented in different skill areas, recognizing their\n existing skills through a formal certificate and giving them a means to earn\n better livelihood.\n <\/td><\/tr>
    \n National Skill\n Development and Policy<\/strong>\n <\/td>\n The\n National Skill Development and Policy focuses on inclusive skill development\n with the objective of increased women participation for better economic productivity. NSDC,\n through its training partners such as Mann Deshi Foundation, Shri Mahila Sewa\n Sahakari Bank Limited and\n Sri Sarada Math RasikBhita are working exclusively on skill development of\n women, especially in rural areas. \n \n <\/td><\/tr>
    \n Pradhan Mantri Mahila\n Kaushal Kendra (PMMKK)<\/strong>\n <\/td>\n Recently, more than 6000 training targets\n have been allocated to train women in 4 PMMKKs. The cr\u00e8che facility is also\n available at these centers so as to facilitate the new mothers to take up\n skill training. \n <\/td><\/tr>
    \n Entrepreneurial\n Initiatives<\/strong>\n <\/td>\n Linkage of Skill India and Mudra Yojana\n has been achieved. Since, women comprise about 78% of the beneficiaries of\n Mudra Yojana, this linkage will further give boost to aspiring women\n entrepreneurs.\n <\/td><\/tr>
    \n Deen Dayal Upadhyay\n Kaushalya Vikas Yojana (DDU-KVY)<\/strong>\n <\/td>\n DDU-GKY, the erstwhile Aajeevika Skills,\n is the skill training and placement program carried out as part of the\n National Rural Livelihoods Mission (NRLM). The DDU-GKY focuses on providing\n high quality skill training opportunities through Project Implementing\n Agencies (PIAs) to rural poor youth, though there is a special focus on\n women.\n <\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n

    Way\nforward: <\/strong><\/p>\n\n\n\n

    1. Training policy:<\/strong> There is a need to further develop training policy from a\ngender perspective, with an understanding of local customs and traditions. <\/li>
    2. Accessibility: <\/strong>Further expand training institutes mainly in the remote\nregions of the country and to build basic gender specific infrastructure,\nmaking ITIs more accessible, particularly for women. <\/li>
    3. Private sector role: <\/strong>Make the private sector also responsible for\nskill development in the country. By encouraging their contribution in\ncurriculum development, provision of training and internships, and in\nassessment and the certification of training programmes. <\/li>
    4. Removing societal biases: <\/strong>It is important to identify and making efforts\nto change basic and nuanced socio-cultural values with a view to eliminate\nexisting biases that women in the country face when seeking employment. <\/li>
    5. Employment opportunities: <\/strong>Provide employment opportunities to trainees\nafter the completion of training to assure sustainable livelihood options.<\/li><\/ol>\n\n\n\n
