It certifies hatcheries and farms for the production of antibiotic-free shrimp products. By doing that, it aims to:\n<ol>\n<li>enhance the consumer confidence,<\/li>\n<li>meet international standards<\/li>\n<li>promote hassle-free export<\/li>\n<\/ol>\n<\/li>\n<li>Moreover, the entire certification process will be online to minimize human errors and ensure higher credibility and transparency.<\/li>\n<li><strong>Based on: <\/strong>The scheme is based on the United Nations\u2019 Food and Agriculture Organization\u2019s technical guidelines on aquaculture certification.<\/li>\n<li><strong>Components<\/strong>: The scheme will have two components:\n<ol>\n<li>Certifying hatcheries for the quality of their seeds and<\/li>\n<li>Separately approving shrimp farms that adopt the requisite good practices.<\/li>\n<\/ol>\n<\/li>\n<li><strong>Significance: <\/strong>The certification of fish hatcheries under the Shaphari Scheme will help farmers easily identify good quality seed producers. Those who successfully clear multiple audits of their operations shall receive a certificate for a period of two years.<\/li>\n<\/ul>\n<h5><strong>Reasons to launch this scheme:<\/strong><\/h5>\n<ul>\n<li><strong>Firstly<\/strong>, India is the <a href=\"https:\/\/forumias.com\/blog\/first-tripartite-memorandum-of-agreementmoa-signed-under-fisheries-and-aquaculture-development-fundfidf\/\"><strong>second-largest fish producer<\/strong> <\/a>in the world.<\/li>\n<li><strong>Secondly, <\/strong><strong>Fish Sector provides employment<\/strong> to 14 million people in harvesting, processing packaging, and distribution.<\/li>\n<li><strong>Thirdly, Frozen shrimp <\/strong>is the largest exported item from India. It constitutes 50.58% in quantity and 73.2% in terms of total U.S. dollar earnings from the sector during 2019-20.<\/li>\n<li><strong>Fourthly, India exported frozen shrimp <\/strong>worth almost $5 billion in 2019-20 to the U.S. and China \u2014 its biggest buyers.<\/li>\n<li><strong>Fifthly, Major Producing States<\/strong>: Andhra Pradesh, West Bengal, Odisha, Gujarat, and Tamil Nadu are the major shrimp producing States.<\/li>\n<li><strong>However<\/strong>, a combination of factors had hurt export volumes in recent months. This includes container shortages and incidents of rejection of seafood consignments because of food safety concerns.
