This demands a <a href=\"https:\/\/forumias.com\/blog\/phasing-out-coal-in-india-explained-pointwise\/\" target=\"_blank\" rel=\"noopener\">Phasing out coal<\/a>\u00a0use which would pose numerous challenges.\u00a0<\/span><\/p>\n<h5><b>Background<\/b><span style=\"font-weight: 400;\">:<\/span><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The UN has urged wealthy nations to end Phasing Out<a href=\"https:\/\/forumias.com\/blog\/answeredwhat-are-the-major-varieties-of-coal-in-india-discuss-various-issues-associated-with-coal-mining-in-india\/\" target=\"_blank\" rel=\"noopener\"> Coal<\/a> use by 2030.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Similarly, a private member bill was introduced in Lok Sabha in March 2021. The bill aims to adopt a net-zero emission target by 2050.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A lot of debates after this, have<\/span><b> given surety of a coal use phase-out in near future<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">As the conversation on net-zero emissions has almost always come after or gone hand-in-hand with a Phasing Out Coalphaseout plan.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h5><b>Challenges posed by ending coal use<\/b><span style=\"font-weight: 400;\">:<\/span><\/h5>\n<ol>\n<li style=\"font-weight: 400;\"><b>Firstly, Energy Security<\/b><span style=\"font-weight: 400;\">: As currently 70% of India\u2019s energy needs are fulfilled by coal. In 2019-20, the country consumed approximately 942 million tonnes (MT) of coal. Out of this, 730 MT was produced domestically.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Secondly, Social Challenges<\/b><span style=\"font-weight: 400;\">: There would be <\/span><b>significant job losses<\/b><span style=\"font-weight: 400;\"> post the phase-out. Coal India Limited and Singareni Collieries Company Limited employ 2.24 lakh workers. Their job loss will impact almost 9 lakh people considering a four-person household.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Further, a setback to workers in coal-consuming sectors like power, steel, sponge iron, etc. will also be seen.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Thirdly, Economic Challenges<\/b><span style=\"font-weight: 400;\">:\u00a0 In FY20, the Centre alone collected approximately Rs 29,200 crore in GST compensation cess from coal. The revenue from coal allows centre and states to undertake various development activities.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Similarly, 40 percent of total freight revenues in railways are generated from coal.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Fourthly, Data Discrepancies: <\/b><span style=\"font-weight: 400;\">This will hinder prudent policy formulation and adaptation plans in the future.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">For instance, robust data on contract employees working for mine development operators (MDOs) is not available.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Similarly, there is a lack of data for statecraft coal and subsistence coal economies.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Statecraft Coal &#8211; non-legal small scale coal mines in the northeast<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Subsistence Coal &#8211; small-scale collieries run on village commons usually bordering formal mines.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Data on workers&#8217; skill set, education parameters, caste, and willingness to migrate is also not available.\u00a0\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<h5><b>Way Forward:<\/b><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">India must ensure adequate support for people and communities dependent on the sector. It can learn from plans of other countries like:<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><b>German coal phaseout plan<\/b><span style=\"font-weight: 400;\">: It seeks to end coal burning by 2038. It also involves an investment of more than 50 billion euros for mining and plant operators, impacted regions, and employees.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>US\u2019s Interagency Working Group:<\/b><span style=\"font-weight: 400;\"> It is supposed to deliver resources that will revitalize the coal, oil, and gas communities.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Canada\u2019s Phasing Out Coal plan:<\/b><span style=\"font-weight: 400;\"> As per the plan, the phase-out will happen by 2030.
