{"id":10222,"date":"2019-09-18T15:44:12","date_gmt":"2019-09-18T10:14:12","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=10222"},"modified":"2019-09-18T15:44:12","modified_gmt":"2019-09-18T10:14:12","slug":"mahatma-gandhi-national-rural-employment-guarantee-act-mgnrega-scheme","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/mahatma-gandhi-national-rural-employment-guarantee-act-mgnrega-scheme\/","title":{"rendered":"Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme"},"content":{"rendered":"\n<p><strong>News:<\/strong>Government has planned to link MGNREGA scheme wages to an updated inflation index.This is aimed at increasing wages and reviving rural demand.<br><\/p>\n\n\n\n<p><strong>Facts:<\/strong><br><\/p>\n\n\n\n<p><strong>What is MGNREGA?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) is an employment guarantee act<\/li><li>It was introduced in 2005 through the National Rural Employment Guarantee Act,2005.<\/li><\/ul>\n\n\n\n<p><strong>Objective:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Act aims to enhance livelihood security in rural areas by providing at least 100 days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work.<\/li><\/ul>\n\n\n\n<p><strong>Implementation:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ministry of Rural Development (MRD),Government of India in association with state governments monitors the implementation of the scheme.<\/li><\/ul>\n\n\n\n<p><strong>Features of the act:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Demand driven scheme:Worker to be hired when he demands and not when the Government wants it.<\/li><li>Gram Panchayat is mandated to provide employment within 15 days of work application failing which worker is entitled to unemployment allowance<\/li><li>Payment of wages within 15 days of competition of work failing which worker is entitled to delay compensation of 0.05%\/ day of wages earned.<\/li><\/ul>\n\n\n\n<p><strong>Concerns with the scheme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Insufficient budget allocation<\/li><li>Poor wages rate<\/li><li>Delay in wage payments<\/li><li>Fabrication of job cards:Payments to fictitious workers<\/li><li>Ineffective grievance redressal<\/li><li>Large number of incomplete work<\/li><li>Poor quality of assets created.<\/li><\/ul>\n\n\n\n<p><strong>Measures to be taken:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Proper and timely allocation of funds<\/li><li>Ensuring minimum wages for workers<\/li><li>Effective monitoring of projects<\/li><li>Ensuring employment to rural households as per demand for work.<\/li><li>Proper job card verification<\/li><li>Ensuring efficient grievance redressal mechanism.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News:Government has planned to link MGNREGA scheme wages to an updated inflation index.This is aimed at increasing wages and reviving rural demand.
