This was a result of Biden\u2019s call for strict discouragement in response to North Korea\u2019s nuclear programme. Pyongyang accused the Biden administration of being hostile.<\/p>\n<ul>\n<li>Mr Biden said that the nuclear programmes of Iran and North Korea are a grave threat to America\u2019s security and world security in his first congressional address. He promised to respond through diplomacy and strict discouragement.<\/li>\n<li>Biden administration has finished a review of the U.S.\u2019s North Korea policy. Mr Biden is going to use Barack Obama\u2019s strategic patience and Donald Trump\u2019s top-level summitry in dealing with the North Korean nuclear challenge.<\/li>\n<\/ul>\n<p><strong>How has the post-war American Presidents dealt with North Korea?<\/strong><\/p>\n<p>North Korea has stayed an unsettled foreign policy mystery for all post-War American Presidents.<\/p>\n<ul>\n<li><strong>Firstly<\/strong>, U.S. Presidents have shown a will to <strong>diplomatically engage with Pyongyang<\/strong> in contemporary times.\n<ul>\n<li>For instance, <strong>the Clinton administration had signed a framework agreement<\/strong> with Pyongyang to halt its nuclear programme.<\/li>\n<li><strong>Mr Obama had started talks with North Korea in 2012<\/strong>, which collapsed after Pyongyang launched a satellite. He then adopted <strong>strategic patience.<\/strong><\/li>\n<li><strong>Mr Trump changed Mr Obama\u2019s North Korea policy by reaching out to the regime<\/strong> and meeting its leader Kim Jong-un. They met thrice but without a step forward.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Secondly, the Trump administration and North Korea had agreed to a complete de-nuclearisation<\/strong> of the Korean peninsula in theory but failed to agree on its formula. In 2019, the U.S. offered removal of approvals for de-nuclearisation but North Korea rejected it.\n<ul>\n<li>Pyongyang had taken a phased approach and wanted approvals for removal in return. Ever since there has been no progress in bonds.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>What should the US do to achieve the denuclearisation of Korea?<\/strong><\/p>\n<p>North Korea had conducted short-range missile tests after Mr Biden assumed office. The U.S. saw this as a provocation.<\/p>\n<ul>\n<li>The U.S.\u2019s key goal in north-eastern Asia is the de-nuclearisation of the Korean peninsula. The only practical way to <strong>achieve this is through diplomacy<\/strong>. A military strike on North Korea is out of the question as it is a nuclear power.<\/li>\n<li><strong>The Trump-Kim summits have created a diplomatic momentum for engagement. <\/strong>North Korea sticks to the self-imposed suspension on nuclear and long-range ballistic missile tests. Mr Biden should grab this opportunity and try to reach common ground with Mr Kim.<\/li>\n<li>It should address both North Korea\u2019s economic worries and the U.S.\u2019s nuclear concerns.
