The only difference is that death appears to be a \u201cnatural one\u201d.<\/li>\n<li>Similarly, according to the author, the inability to make the state accountable for the loss of lives in the Pandemic is social murder.<\/li>\n<li>A classic case of social murder is the reverse migration of millions of inter-State migrant labor walking thousands of kilometers.<\/li>\n<\/ul>\n<h5><strong>What fosters the conditions for social murder?<\/strong><\/h5>\n<p>The state\u2019s neglect of its responsibility towards its citizens will perpetuate conditions for social murder. For instance,<\/p>\n<ul>\n<li>Holding elections in Bengal by the Election Commission of India,<\/li>\n<li>The Uttarakhand Chief Minister justifying <strong>the Kumbh mela<\/strong>.<\/li>\n<li>The inability of the State to Provide oxygen supply for Covid-19 Patients.<\/li>\n<li>Prohibition on media to telecast Cremation grounds.<\/li>\n<\/ul>\n<h5><strong>What is the relation between Patrimonial state, accountability, Social murder?<\/strong><\/h5>\n<ol>\n<li><strong>A patrimonial state<\/strong> according to <strong>Max Weber<\/strong>, is a state in which the ruler exercises a traditional form of authority in contrast to a rule-based authority.<\/li>\n<li>Here, the<strong> centralised rule<\/strong> is based on an ideology of religious majoritarianism as well as nationalism. It further gets legitimization by the election wins.<\/li>\n<li>The <strong>patrimonial State<\/strong> is benevolent towards its subjects. The author views India currently as a Patrimonial state.<\/li>\n<li>But, the fundamental problem in patrimonialism is <strong>ensuring accountability<\/strong> of the government.\n<ol>\n<li>For instance, recently, the Swedish Prime Minister was subjected to questioning by a constitutional committee on COVID-19 handling.<\/li>\n<li>Whereas, in India, there is <strong>no mechanism for ensuring critical scrutiny<\/strong> on the government decisions that led to the current crisis.<\/li>\n<\/ol>\n<\/li>\n<li><span style=\"color: #000000;\">Also, there is <strong>no accountability mechanism<\/strong> when the state moves away from its benevolence posture. For instance,\u00a0shifting the responsibility of procuring <a style=\"color: #000000;\" href=\"https:\/\/forumias.com\/blog\/what-are-oxygen-concentrators-and-how-are-they-different-from-oxygen-cylinders\/\">oxygen cylinders<\/a> or arranging ambulances on citizens.
