{"id":105697,"date":"2021-05-08T16:20:45","date_gmt":"2021-05-08T10:50:45","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=105697"},"modified":"2021-05-08T19:51:49","modified_gmt":"2021-05-08T14:21:49","slug":"sebi-technical-group-submits-report-on-social-stock-exchangessse","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/sebi-technical-group-submits-report-on-social-stock-exchangessse\/","title":{"rendered":"SEBI technical group submits report on &#8220;Social Stock Exchanges(SSE)&#8221;"},"content":{"rendered":"<h5><\/h5>\n<h5><strong>What is the News?<\/strong><\/h5>\n<p><span style=\"color: #000000;\">A technical group on <a style=\"color: #000000;\" href=\"https:\/\/forumias.com\/blog\/sebi-technical-group-submits-report-on-social-stock-exchangessse\/\" target=\"_blank\" rel=\"noopener\">Social Stock Exchanges (SSEs)<\/a>, constituted by the Securities and Exchange Board of India (SEBI) has submitted its report.<\/span><\/p>\n<h5><strong>\u00a0<\/strong><strong>About Social Stock Exchange(SSE):<\/strong><\/h5>\n<ul>\n<li><strong>Social Stock Exchange(SSE) <\/strong>is a platform that allows investors to invest in select social enterprises or social initiatives.\n<ul>\n<li><strong>Social Enterprise <\/strong>is a revenue-generating business. The primary aim of social enterprise is to achieve a social objective such as providing healthcare or clean energy.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Aim: <\/strong>The aim is to help social and voluntary enterprises to raise capital in form of equity or debt or a unit of the mutual fund.<\/li>\n<li><strong>Global Examples: <\/strong>SSE exists in countries such as Singapore, UK among others. These countries allow firms operating in social sectors to raise risk capital.<\/li>\n<li><strong>India<\/strong>: The proposal to set up SSEs in the country was first floated during the Union Budget in 2019.\n<ul>\n<li><strong>In 2019, SEBI constituted<\/strong> a group under the chairmanship of Tata group veteran Ishaat Hussain.<\/li>\n<li><strong>In 2020,<\/strong> <strong>SEBI again <\/strong>set up the Technical Group(TG) under Harsh Bhanwala, ex-Chairman, NABARD. This time for getting further expert advice and clarity on SSE. That committee submitted its report.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h5><strong>Key Recommendations on Social Stock Exchanges:<\/strong><\/h5>\n<ul>\n<li><strong>Eligible Entities: <\/strong>The group has said that both for-profit (FP) and not-for-profit organisations(NPO) should be allowed to tap the SSE.<\/li>\n<li><strong>Parameters: <\/strong>The group has said three parameters for eligibility as Social Enterprises. The parameters are:\n<ul>\n<li>A Social Enterprise should engage in at least one of the below eligible activities<\/li>\n<li>Further, it should target underserved or less privileged population segments or regions<\/li>\n<li>Also, a Social Enterprise shall have at least 67% of its activities qualifying as eligible activities to the target population.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Prohibited Organisations:<\/strong> Political and religious organisations, trade organisations, and corporate foundations should not be allowed to raise funds through SSEs.<\/li>\n<li><strong>Eligible Activities: <\/strong>Social enterprises can engage in activities such as:\n<ul>\n<li>Eradicating hunger, poverty, malnutrition and inequality;<\/li>\n<li>Promoting health care (including mental health) and sanitation including making available safe drinking water.<\/li>\n<li>Activities promoting education, employability and livelihoods.<\/li>\n<li>Promoting gender equality, empowerment of women and LGBTQIA+ communities.<\/li>\n<li>Ensuring environmental sustainability, addressing climate change (mitigation and adaptation), forest and wildlife conservation.<\/li>\n<li>Also, the activities promoting livelihoods for rural and urban poor. This includes enhancing the income of small and marginal farmers and workers in the non-farm sector.<\/li>\n<li>Slum area development, affordable housing and other interventions to build sustainable and resilient cities.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Annual Report: <\/strong>Entities listed on SSE will have to disclose their social impact report on an annual basis.
