{"id":10803,"date":"2019-10-10T14:30:28","date_gmt":"2019-10-10T09:00:28","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=10803"},"modified":"2021-08-10T17:45:04","modified_gmt":"2021-08-10T12:15:04","slug":"jal-jeevan-mission-3","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/jal-jeevan-mission-3\/","title":{"rendered":"Jal Jeevan Mission"},"content":{"rendered":"\r\n<p>News: Jal Sakti Ministry has said that States, aside from those in the North East and the Himalayan region, will have to bear half the fiscal burden of the Jal Jeevan Mission<\/p>\r\n\r\n\r\n\r\n<p><strong>Facts:<\/strong><\/p>\r\n\r\n\r\n\r\n<p><strong>About Jal Jeevan Mission:<\/strong><\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li><strong>Aim:<\/strong> It seeks to provide safe and adequate drinking water through individual household tap connections (HarGharJal) to all rural households by <strong>2024.<\/strong><\/li>\r\n<li><strong>Implementing Agency:<\/strong> It will be implemented by <strong>Department of Drinking Water and Sanitation<\/strong> under the Jal Shakti Ministry.<\/li>\r\n<li><strong>Finance:<\/strong>\r\n<ul>\r\n<li>The project is estimated to cost Rs 3.60 lakh crore, with the Union government and non-Northeast and non-Himalayan states sharing the expenses 50:50.<\/li>\r\n<li>However, in the case of N-E and Himalayan states, the funding pattern will be 90:10.<\/li>\r\n<li>In Union Territories, the Centre will bear the full cost of the programme<\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><strong>Features:<\/strong><\/li>\r\n<li>It seeks to generate maximum community participation in the form of &#8216;jan andolan&#8217; to achieve the target of functional household tap connection by 2024.<\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is based on a <\/span><b>decentralised approach<\/b><span style=\"font-weight: 400;\">. It seeks to <\/span><b>embrace the beneficiary population as stakeholders <\/b><span style=\"font-weight: 400;\">\u2014 both in the initial implementation and subsequent maintenance phase.\u00a0<\/span>\r\n<ul>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It seeks to galvanise <\/span><b>a Jan Andolan (people\u2019s movement<\/b><span style=\"font-weight: 400;\">) with the total involvement of the village community. Here, the community is even expected to contribute 5% of the expenditure by cash or voluntary labour.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It prescribes a <\/span><b>\u201cbottoms-up\u201d five-year village action plan<\/b><span style=\"font-weight: 400;\"> through the formation of a village water and sanitation committee or <\/span><b>Pani Samiti<\/b><span style=\"font-weight: 400;\">, under the gram panchayat.<\/span>\r\n<ul>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is to play a key role in planning, implementation, operation, and maintenance of the in-village water supply system.<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The long-term aim is to convert these Pani Samitis into local \u201cWater Utilities\u201d to manage both technical and commercial aspects.<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It is the <\/span><b>ultimate delivery and not the mere establishment of supply infrastructure<\/b><span style=\"font-weight: 400;\"> that will determine its true success or failure.<\/span>\r\n<ul>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Service delivery standards have been adopted whereby a household will receive a potable water supply of 55 liters per capita per day, of prescribed quality.\u00a0<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Sensor-based control systems will be installed to measure the quantity, quality, and regularity of water supply through an internet-based real-time format.<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">This will feed into a public-domain dashboard at village levels. Water quality monitoring will be done by the local community; with a focus on empowering village women to take over this task.\u00a0<\/span><\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The state will <\/span><b>support this activity by opening up laboratories to have the water samples tested at a nominal rate.\u00a0<\/b><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It identifies <\/span><b>specific areas where priority attention is to be given<\/b><span style=\"font-weight: 400;\">. These relate to arsenic and fluoride-affected locations, drought-prone, and desert areas.\u00a0<\/span>\r\n<ul>\r\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">It also includes SC\/ST majority villages and socio-economically backward \u201caspirational districts.\u201d\u00a0<\/span><\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><strong>Need:<\/strong> According to the Jal Shakti Ministry, only 18% of India\u2019s rural households have access to piped water.
