But recent governance changes introduced by the government have become a cause of concern.<\/span><\/p>\n<p>An administrator is a representative of the President in the <a href=\"https:\/\/forumias.com\/blog\/polity\/union-territories-and-special-areas\/\">Union Territory<\/a><span style=\"font-weight: 400;\">\u00a0like a Lieutenant Governor.<\/span><\/p>\n<h5><b>What are the controversial steps taken by administrator?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The draft Lakshadweep Development Authority Regulation 2021 empowers the Administrator to take over land and forcibly relocate people. It provides for strict punishments for those who resist. Following are some controversial steps taken by the administrator;<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><b>Firstly, the consumption or sale of beef will be a punishable offence punishable<\/b><span style=\"font-weight: 400;\"> for seven years in prison. <\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><strong>Secondly,<\/strong> Those who have more than two children cannot contest panchayat elections.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Thirdly, <\/b>under the new Goonda Act, anyone could be held in prison without reason<span style=\"font-weight: 400;\"> for up to a year. It is in a place that has a very low crime rate.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The traditional livelihood <\/span><b>of fishing communities has been obstructed by tedious regulations <\/b><span style=\"font-weight: 400;\">that negate their access to coastlines.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Lastly, their sheds on the coastal areas have been demolished<\/b><span style=\"font-weight: 400;\"> on the ground of violating <\/span><b>the Coast Guard Act.<\/b><span style=\"font-weight: 400;\"> Dairy farms run by the administration have also been shut.<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">A development like this is a serious threat to the people of Lakshadweep and the delicate ecosystem.\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h5><b>What are the issues involved?<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">Lakshadweep administrator is the first politician to become an Administrator. In the past five months, he has showcased a sole disrespect for the people\u2019s concerns and priorities.\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><strong>Firstly, <\/strong>There are <\/span><b>fears of other motivations in the absence of any administrative rationale<\/b><span style=\"font-weight: 400;\"> in these deliberately random methods.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Secondly, Commercial interests could be one of the reasons<\/b><span style=\"font-weight: 400;\">. The land vacated by people could be transferred to buyers from outside.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Thirdly, there could also be ill-advised political plans to change the demography<\/b><span style=\"font-weight: 400;\"> of the islands. People are protesting, but the Administrator seems firm on his plans.<\/span><\/li>\n<\/ul>\n<h5><b>The conclusion\u00a0<\/b><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Rajya Sabha Members from Kerala have urged the President to recall the Administrator in separate letters. The basis for carving out Union Territories as an administrative unit is to protect the unique cultural and historical situations of their people.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The Centre is reversing its duty to protect into a licence to interfere.
