This article focuses upon the data related to<strong> farmer protests <\/strong>as mentioned in the report.<\/p>\n<p><strong>Report on Farmers Protests:<\/strong><\/p>\n<ul>\n<li><strong>Farmers Protests <\/strong>in India have registered an almost five-fold increase since 2017.\n<ul>\n<li><strong>In 2017,<\/strong> there were 34 major protests across 15 States. The number has now increased to 165 protests in 2020.<\/li>\n<li>Among these, 12 are <strong>pan-India protests,<\/strong> including 11 against the three farm reform laws.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Reasons for Farm Protests:<\/strong>\n<ul>\n<li>Contentious <a href=\"https:\/\/forumias.com\/blog\/three-farm-acts-and-their-constitutional-debate\/\" target=\"_blank\" rel=\"noopener\">Central farm laws<\/a><\/li>\n<li>Procurement and agricultural market price-related failures<\/li>\n<li>Protests against inadequate Budget allocations for the agricultural sector.<\/li>\n<li>Battles against the acquisition of farmland for development projects<\/li>\n<li>Loan Waivers or poor insurance coverage among others.<\/li>\n<\/ul>\n<\/li>\n<li><strong>States: <\/strong>Numerous farmer protests have taken place in the States of Odisha, Andhra Pradesh and Telangana.<\/li>\n<\/ul>\n<p><strong>Other key Findings of State of Environment Report:<\/strong><\/p>\n<p><strong>Farm Labourers:<\/strong><\/p>\n<p>India has <strong>more farm labourers<\/strong> than landowning farmers and cultivators.<\/p>\n<ul>\n<li>This has been found in 52% of the country\u2019s districts.<\/li>\n<li>Among States, Bihar, Kerala and Puducherry have more farm labourers than farmers in all their districts.<\/li>\n<\/ul>\n<p><strong>Farmer\u2019s Suicides:<\/strong><\/p>\n<ul>\n<li>Every day, over 28 farm labourers and cultivators commit suicide in our country.<\/li>\n<li>In 2019, there were 5,957 farmer suicides along with an additional 4,324 farm labourers who died by suicide.<\/li>\n<\/ul>\n<p><strong>Suggestions from State of Environment Report:<\/strong><\/p>\n<ul>\n<li><strong>The report has called for better maintenance of agricultural data<\/strong>. As they believe, all players should be treated the same way.<\/p>\n<p><strong>What is Indemnity?<\/strong><\/p>\n<ul>\n<li>In simple terms,\u00a0<strong>indemnity means security against a loss or other financial stress. <\/strong>This is <strong>commonly used in insurance contracts.<\/strong><\/li>\n<li><strong>In legal terms<\/strong>, It protects the manufacturers from any potential civil-legal liability or immunity from being sued by people for any unforeseen complications arising from their COVID-19 vaccine.<\/li>\n<\/ul>\n<p><strong>Is Indemnity defined under the law on Drugs?<\/strong><\/p>\n<ul>\n<li><strong>The law on drugs in India <\/strong>does <span style=\"text-decoration: underline;\">not have a provision for indemnity<\/span> related to the grant of approval for any new drug or vaccine in the country.<\/li>\n<\/ul>\n<p><strong>Where is Indemnity defined then?<\/strong><\/p>\n<ul>\n<li><strong>Section 124 of the Indian Contract Act, 1872 <\/strong><span style=\"text-decoration: underline;\">defines a contract of indemnity. <\/span>It is defined as a contract by which one party promises to save the other from any loss caused to the latter.<\/li>\n<li>If the government gives an indemnity to vaccine manufacturers, then the <strong>government, and not the vaccine maker, would be liable<\/strong> to compensate any citizen who claims to have side effects\/death due to taking the vaccine.<\/li>\n<li><strong>In the event of a court ordering payment, <\/strong>the company will be in a position to recover the amount from the government.<\/li>\n<\/ul>\n<p><strong>Is the demand for indemnity a standard practice?<\/strong><\/p>\n<ul>\n<li><strong>Indemnity<\/strong> is essentially a contractual matter between the supplier and recipient.<\/li>\n<li>For example, <strong>Pfizer is believed <\/strong>to have obtained indemnity from several countries including the United Kingdom. However, it has declined to discuss the issue in public.<\/li>\n<\/ul>\n<p><strong>What have the overseas vaccines companies got so far?<\/strong><\/p>\n<ul>\n<li><strong>Firstly<\/strong>, the Drugs Controller-General of India has fast-tracked the import of vaccines by dispensing with the need for local trials.<\/li>\n<li><strong>Secondly<\/strong>, foreign-produced vaccines that had been granted emergency approval for restricted use by certain regulators will also be granted Emergency Use Authorisation in India. Chandrachud has released the \u201c<strong>Draft Model Rules for Live-Streaming and Recording of Court Proceedings<\/strong>\u201d.<\/p>\n<p><strong>Note: <\/strong>Right to access live court proceedings is a part of the <strong>right of access to justice<\/strong> guaranteed under <a href=\"https:\/\/forumias.com\/blog\/polity\/fundamental-rights\/\"><strong>Article 21<\/strong><\/a> of the Constitution.<\/p>\n<p><strong>Draft Rules for Live-Streaming and Recording of Court Proceedings:<\/strong><\/p>\n<ul>\n<li><strong>Prepared by:<\/strong> The Model Rules were framed by a sub-committee consisting of judges of the Bombay, Delhi, Madras and Karnataka High Courts.<\/li>\n<li><strong>Part of: <\/strong>The rules are part of the <strong>National Policy and Action Plan for implementation of Information and Communication Technology<\/strong> (ICT) in the judiciary.<\/li>\n<li><strong>Coverage: <\/strong>The rules would cover live-streaming and recording of proceedings in High Courts, lower courts and tribunals.<\/li>\n<li><strong>Significance: <\/strong>The draft rules are a step towards implementing <strong>Swapnil Tripathi and Indira Jaising 2018<\/strong> judgement of the Supreme Court.\n<ul>\n<li>In this judgement, SC held that telecast of important cases to an audience outside the courtroom would usher in <strong>greater transparency<\/strong> and aid <strong>accountability.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Key Features of the Draft Rules:<\/strong><\/p>\n<ul>\n<li><strong>Prior information of live-stream<\/strong>: The Court has to duly inform the parties before the commencement of proceedings that the proceedings are being live-streamed. If any objections are there, they should be mentioned before the concerned bench. Similarly, a tiger died at Jharkhand&#8217;s Bhagwan Birsa Biological Park after suffering from fever. This sparked the debate regarding the study of the <strong>vulnerability of animals to Covid-19.<\/strong><\/p>\n<p><strong>Mechanism of Coronavirus Infection:<\/strong><\/p>\n<ul>\n<li>The coronavirus initiates infection using the spike protein on its surface. On the surface of the human cell are proteins called ACE2 receptors. The spike protein binds with the ACE2 receptor, then invades the cell and goes on to replicate.<\/li>\n<li><strong>Different species express ACE2 <\/strong>to different extents and this plays a key role in determining how much a species is susceptible to coronavirus infection.<\/li>\n<\/ul>\n<p><strong>Global studies on vulnerability of animals to Covid-19:<\/strong><\/p>\n<p><strong>A study by PLOS Computational Biology regarding vulnerability of animals to Covid-19:<\/strong><\/p>\n<ul>\n<li><strong>Research: <\/strong>In December 2020, researchers looked at the ACE2 receptors of 10 different species and compared their affinity for binding with the virus spike protein.<\/li>\n<li><strong>Method: <\/strong>The researchers used computer modelling to test this. They compared the \u201c<strong>codon adaptation index<\/strong>\u201d which is a measure of how efficiently the virus replicates after entering the cell.<\/li>\n<li><strong>Findings: <\/strong>The most vulnerable species to coronavirus infection next to humans are ferrets followed by cats and civets.<\/li>\n<\/ul>\n<p><strong>A study by PNAS, a research journal of US:<\/strong><\/p>\n<p>Researchers studied a detailed genomic analysis of the relative coronavirus risks faced by 410 species.<\/p>\n<ul>\n<li><strong>Method<\/strong>: In humans, 25 amino acids of ACE2 are important for the virus to <strong>bind with the cell.<\/strong> The researchers used modelling to evaluate how many of these 25 are found in the ACE2 of other species.
