The <a href=\"https:\/\/forumias.com\/blog\/us-decides-to-rejoin-un-human-rights-council-unhrc\/\">UN Human Rights Council (UNHRC)<\/a> Special Rapporteur gave a report on \u201cDisinformation and Freedom of Opinion and Expression\u201d, which is to be discussed between June 21 and July 9.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Justices Dhananjay Chandrachud, L Nageswara Rao and S Ravindra Bhat stated that any attempt to curb information on social media or harassment caused to individuals seeking\/delivering help on any platform will <strong>attract a strong use of jurisdiction by the Court<\/strong>.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The SC instructed the registrar to place this <strong>order before all district magistrates<\/strong> in the country. It also asked the central and state governments to inform all chief secretaries\/director generals of police etc.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The SC supports the principle that <strong>abuse of public power cannot irrationally or randomly curb the freedom of speech, press, and media platforms<\/strong>.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Human rights provide a powerful framework to contest lies and present alternative viewpoints. It justifies <strong>utilitarianism of human rights as freedom of opinion<\/strong> allows development. Journalists are able to contest lies and present alternative viewpoints.\u00a0<\/span><\/li>\n<\/ul>\n<h5><b>Findings of the UNHRC report<\/b><\/h5>\n<p><span style=\"font-weight: 400;\">The UNHRC report talks about \u201c<strong>information disorder.<\/strong>\u201d It rises from disinformation which is politically dividing, deters people from importantly exercising their human rights, and <strong>destroys their trust in governments and institutions<\/strong>.<\/span><\/p>\n<ul>\n<li><b>Firstly, the UNHRC criticized inherently blanket internet shutdowns<\/b><span style=\"font-weight: 400;\">. The report declares that content moderation efforts will not make any difference.<\/span><\/li>\n<li><b>Secondly, the problem is in the varying application of companies\u2019 terms of service. <\/b><span style=\"font-weight: 400;\">The global platforms do not apply the same policies across all geographical areas or uphold human rights to the same extent.<\/span><\/li>\n<li><b>Thirdly, Internet shutdowns don\u2019t curb disinformation but obstruct fact-finding<\/b><span style=\"font-weight: 400;\">. It is contrary to rights against discrimination when meant to silence minority voices and stopping them to get access to vital information.<\/span><\/li>\n<li><b>Fourthly, the report clearly upholds that disinformation risks the right to freedom of opinion and expression.<\/b><span style=\"font-weight: 400;\"> It poses a threat to the safety of journalists and the media ecosystem.\u00a0<\/span><\/li>\n<li><b>Fifthly, the report stresses that the intention to harm is decisive in disinformation<\/b><span style=\"font-weight: 400;\"> as false information is spread intentionally to cause serious social harm.\u00a0<\/span><\/li>\n<li><b>Lastly, <\/b>the report mentions <strong>factors contributing to the growth of disinformation. <\/strong>These include,<b>\u00a0\u00a0<\/b><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Factors such as digital transformation and competition from online platforms.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">State pressure and the <strong>absence of robust public information<\/strong> regimes.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Digital and media literacy among the public.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Frustrations and grievances of a growing number of people.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Decades of economic deprivation, market failures, political disenfranchisement, and social inequalities.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h5><b>What did the Oxford study find out?<\/b><\/h5>\n<ul>\n<li style=\"font-weight: 400;\"><b>A 2020 Oxford study of \u201cIndustrialized Disinformation\u201d <\/b>states that <b>81 governments use social media to spread propaganda and disinformation<\/b><span style=\"font-weight: 400;\"> about politics.\u00a0Facebook\u00a0and Twitter even removed more than 3,17,000 accounts and pages.\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">However, <\/span><b>the cyber troops act as agents of political parties and a tool of geopolitical influence<\/b><span style=\"font-weight: 400;\">.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Some authoritarian countries like Russia, China and Iran benefitted from <strong>coronavirus disinformation<\/strong> to increase anti-democratic narratives designed to dent trust in health officials.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\"><b>Cyber troops are available for pro-party propaganda, <\/b><span style=\"font-weight: 400;\">or post insult campaigns, trolling and producing plots that drive division and polarize citizens.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Online disinformation also results in offline practices of violent social trips <\/b><span style=\"font-weight: 400;\">on actually existing individuals and communities such as ethnic, gender, migrant, sexual minorities.\u00a0<\/span><\/li>\n<\/ul>\n<p><strong>Read Also :-<a href=\"https:\/\/forumias.com\/blog\/disinformation-issue-in-cyber-space\/\">Disinformation issue in Cyber Space<\/a><\/strong><\/p>\n<p><b>The conclusion<br \/>\n<\/b><span style=\"font-weight: 400;\">Reactive content moderation efforts are simply inadequate without a serious review of the business model.
