{"id":111618,"date":"2021-06-11T11:24:52","date_gmt":"2021-06-11T05:54:52","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=111618"},"modified":"2021-06-11T11:24:52","modified_gmt":"2021-06-11T05:54:52","slug":"indias-response-to-shocks-1962-war-to-2020-covid-pandemic","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/indias-response-to-shocks-1962-war-to-2020-covid-pandemic\/","title":{"rendered":"India\u2019s response to shocks &#8211; 1962 war to COVID pandemic"},"content":{"rendered":"\n<p><strong>Synopsis-<\/strong> The article\u00a0distinguishes between the Center&#8217;s reaction to the current pandemic and its responses to shocks in Indian History.<\/p>\n<p><strong>Three criteria to analyze Indian government&#8217;s response<\/strong><\/p>\n<ul>\n<li>The team<\/li>\n<li>The science<\/li>\n<li>The organizational innovations put together<\/li>\n<\/ul>\n<p><strong>List of previous shocks and the India&#8217;s response<\/strong><\/p>\n<ul>\n<li><strong>First, 1962\u2019s Sino-India War-<\/strong>\n<ul>\n<li><strong>Response- Defence reform<\/strong>\n<ul>\n<li>The new defence minister was appointed.<\/li>\n<li>The<span style=\"text-decoration: underline;\"> financial allocation for the defence was increased<\/span><\/li>\n<li>Alters India\u2019s understanding of the world and foreign policy in a fundamental way.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Second, 1966 Severe Drought<\/strong> \u2013 In 1966, due to drought, food grain production fell by 20 per cent. Foreign food aid came to the rescue of the starving population.\n<ul>\n<li><strong>Team- <\/strong>Indira Gandhi (PM), C Subramaniam (agriculture minister) and M S Swaminathan (scientist).<\/li>\n<li><strong>Response- <\/strong>\n<ul>\n<li><strong>Start of <a href=\"https:\/\/forumias.com\/blog\/how-green-revolution-has-contributed-to-an-increase-in-air-pollution-over-northern-india\/\">Green Revolution<\/a><\/strong>.<\/li>\n<li>Science and technology were relied on and organizational innovations like the <a href=\"https:\/\/forumias.com\/blog\/cabinet-approves-increase-in-food-corporation-of-india-authorised-capital\/\" target=\"_blank\" rel=\"noopener\">Food Corporation of India<\/a> [FCI] were made.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Third, 1975 National Emergency, political shock<\/strong>\n<ul>\n<li><strong>Team- <\/strong>Indira Gandhi (PM) and Sanjay Gandhi.<\/li>\n<li><strong>Response- <\/strong>\n<ul>\n<li><strong>The harsh family planning<\/strong> programme was launched by PM Indira Gandhi on her son\u2019s insistence. Despite the efforts to create awareness and support for sterilization [surgery to make a person or animal unable to produce offspring], the camps were receiving a lukewarm response.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Fourth, 1991, External sector shock<\/strong>\n<ul>\n<li><strong>Team- <\/strong>P V Narasimha Rao (PM),\u00a0Manmohan Singh\u00a0(FM), M S Ahluwalia (finance secretary) and S S Tarapore (from the RBI).<\/li>\n<li><strong>Response- <\/strong>\n<ul>\n<li>S S Tarapore played a key role by not acceding to the capital account convertibility requirement of the IMF.<\/li>\n<li>Response to the shock, in this case, was that both <strong>policy and organizational change<\/strong> was brought about slowly, without disrupting the economy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><strong>Lastly, India&#8217;s response to the COVID-19 Pandemic<\/strong>\n<ul>\n<li><strong>Team- <\/strong>No clarity about who is in the team.<\/li>\n<li><strong>Response- <\/strong>\n<ul>\n<li>Not clear if the Covid-19 task force and control room in the Niti Aayog are the same.<\/li>\n<li>Mismanagement in providing information regarding Covid-19 response.<\/li>\n<li>There are some <a href=\"https:\/\/forumias.com\/blog\/universal-vaccination-in-india-challenges-and-way-forward-explained-pointwise\/\" target=\"_blank\" rel=\"noopener\">vaccine-related issues<\/a> such as the<a href=\"https:\/\/forumias.com\/blog\/issues-and-significance-of-longer-vaccine-gaps\/\" target=\"_blank\" rel=\"noopener\"> gap between the two shots<\/a> and taking two different vaccines. This contributes to vaccine hesitancy.<\/li>\n<li>Confusion related to vaccine procurement.<\/li>\n<li>Allowing huge gathering such as Kumbh Mela, election rallies were obvious cases of <strong>not following science<\/strong>.<\/li>\n<li>Few cases of which reveal the unimportance the government gives to science.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Conclusion<\/strong><br \/>\nThere is a drastic difference between the handling of COVID-19 pandemic shock from the previous shocks.
