{"id":113419,"date":"2021-06-19T16:31:13","date_gmt":"2021-06-19T11:01:13","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=113419"},"modified":"2021-06-19T16:31:13","modified_gmt":"2021-06-19T11:01:13","slug":"govt-released-cable-television-networks-amendment-rules2021","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/govt-released-cable-television-networks-amendment-rules2021\/","title":{"rendered":"Govt released Cable Television Networks (Amendment) Rules,2021"},"content":{"rendered":"\n<h5><strong>What is the News?<\/strong><\/h5>\n<p>The Ministry of Information and Broadcasting(I&amp;B) has issued the Cable Television Networks (Amendment) Rules, 2021.<\/p>\n<h5><strong>About Cable Television Networks (Amendment) Rules,2021:<\/strong><\/h5>\n<ul>\n<li><strong>The rules amend the<\/strong> <strong>Cable Television Network Rules,1994 <\/strong>with the aim to establish a statutory mechanism for citizens to raise grievances with respect to broadcasted content.<\/li>\n<\/ul>\n<h5><strong>Key Features of the Cable Television Networks (Amendment) Rules,2021:<\/strong><\/h5>\n<p>The rules lay down a three-tier grievance redressal mechanism to ensure broadcasters&#8217; adherence to the Programme Code and the Advertising Code: The three-tier mechanism includes:<\/p>\n<ol>\n<li><strong>Self Regulation by Broadcasters:<\/strong>\n<ul>\n<li><strong>The Rules<\/strong> require broadcasters to establish a complaint redressal mechanism and appoint an officer to deal with complaints.<\/li>\n<li><strong>A written complaint <\/strong>can be filed to the officer if a citizen is aggrieved by the content of a programme. The officer is bound to respond within 15 days.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Self-Regulation by the body of broadcasters:<\/strong>\n<ul>\n<li><strong>The Rules establish<\/strong> independent bodies constituted by at least 40 broadcasters to act as an appellate body. This body will ensure adherence to the Programme and Advertising Code.<\/li>\n<li><strong>These independent bodies <\/strong>can be approached if the complainant was not satisfied with the response of the Broadcaster. They should deal with the case in 60 days.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Inter-Departmental Committee:<\/strong>\n<ul>\n<li><strong>The Rules<\/strong> require the Central government to establish an Inter-Departmental Committee.<\/li>\n<li><strong>Headed by:<\/strong> The Committee would be headed by the Additional Secretary in the Ministry of Information and Broadcasting.It will have members from the other ministries.<\/li>\n<li><strong>Purpose<\/strong>: The committee has been set up for:\n<ul>\n<li><strong>Hearing appeals from complainants:<\/strong> If the complainant is not satisfied with the decision of the self-regulating body.
