It is usually done to clear the field quickly for\nthe next season and to burn off weeds and other pests.<\/p>\n\n\n\n<p><strong>Issue:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Stubble burning is pan-Indian problem. However,\nit is most acute in Punjab, Haryana and Western Uttar Pradesh. <\/li><li>It contributes significantly to air pollution in\nDelhi-NCR region when in autumn, paddy stubbles are burned to prepare field for\nwheat cultivation.<\/li><li>The climatic conditions during winter aggravate\nthe condition. During the winter, dust particles and pollutants in the air\nbecome unable to move. Due to stagnant winds, these pollutants get locked in\nthe air and results in smog in Delhi-NCR region.<\/li><\/ul>\n\n\n\n<p><strong>Steps taken<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In 2013, the National Green Tribunal (NGT)\nissued a directive to Punjab, Haryana and Uttar Pradesh to take immediate steps\nto curb stubble burning. The Centre and states of Punjab, Haryana and Uttar\nPradesh have declared \u201c<strong>zero tolerance\npolicy\u201d<\/strong> on stubble burning.<\/li><li>Further, in 2018, the Punjab government drafted\nan <strong>action plan<\/strong> to deal with stubble\nburning. Under the plan, the state has decided to provide straw management\nmachinery at 80% subsidy to the cooperative societies and other groups and at\n50% subsidy to individual farmers. <\/li><li><strong>Happy\nSeeder<\/strong>: It is a tractor-operated machine developed by the Punjab\nAgricultural University (PAU) in collaboration with Australian Centre for\nInternational Agricultural Research (ACIAR). It is used for in-situ management\nof paddy stubble (straw).<\/li><li><strong>Advanced\nAir Quality Early Warning System<\/strong>: It has been developed by Indian Institute\nof Tropical Meteorology, Pune, under MoES.
