{"id":115663,"date":"2021-06-30T17:52:51","date_gmt":"2021-06-30T12:22:51","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=115663"},"modified":"2021-07-01T12:02:46","modified_gmt":"2021-07-01T06:32:46","slug":"explained-ration-card-reform-so-far","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/explained-ration-card-reform-so-far\/","title":{"rendered":"Explained: Ration card reform, so far"},"content":{"rendered":"\n<p><strong>Source: <\/strong><a href=\"https:\/\/indianexpress.com\/article\/explained\/one-nation-one-ration-card-benefits-implementation-supreme-court-modi-govt-7381857\/\"><strong>Indian Express <\/strong><\/a><\/p>\n<h5><strong>What is the News?<\/strong><\/h5>\n<p>The Supreme Court has directed all states and Union Territories to implement the One Nation, One Ration Card (ONORC) system by July 31st,2021.<\/p>\n<h5><strong>What is One Nation One Ration Card (ONORC)?<\/strong><\/h5>\n<ul>\n<li><strong>The ONORC scheme<\/strong> is aimed at enabling migrant workers and their family members to buy subsidized ration from any fair price shop anywhere in the country under the <a href=\"https:\/\/forumias.com\/blog\/inclusion-of-eligible-disabled-persons-under-national-food-security-act-2013\/\">National Food Security Act,2013.<\/a><\/li>\n<li><strong>For example, <\/strong>a migrant worker from Uttar Pradesh will be able to access PDS benefits in Mumbai, where he or she may have gone in search of work. On the other hand, members of his or her family can still go to their ration dealer back home.<\/li>\n<\/ul>\n<h5><strong>How does ONORC work?<\/strong><\/h5>\n<ul>\n<li><strong>ONORC is based on technology<\/strong> that involves details of beneficiaries, ration card, Aadhaar number, and electronic Points of Sale (ePoS). The system identifies a beneficiary through biometric authentication on ePoS devices at fair price shops.<\/li>\n<li><strong>The system runs with the support of two portals<\/strong> \u2014Integrated Management of Public Distribution System (IM-PDS) (impds.nic.in) and Annavitran (annavitran.nic.in) which host all the relevant data.<\/li>\n<li><strong>When a ration cardholder goes<\/strong> to a fair price shop, he or she identifies himself or herself through biometric authentication on ePoS, which is matched real-time with details on the Annavitaran portal.<\/li>\n<li><strong>Once the ration card details are verified<\/strong>, the dealer hands out the beneficiary\u2019s entitlements.<\/li>\n<li><strong>While the Annavitaran portal<\/strong> maintains a record of intra-state transactions \u2014 inter-district and intra-district \u2014 the <strong>IM-PDS portal <\/strong>records the inter-state transactions.<\/li>\n<\/ul>\n<h5><strong>Incentives to States:<\/strong><\/h5>\n<ul>\n<li><strong>To promote ONORC reform <\/strong>in the Public Distribution System(PDS), the Government of India has provided incentives to states.<\/li>\n<li><strong>The Centre had even set the<\/strong> implementation of ONORC as a precondition for <a href=\"https:\/\/forumias.com\/blog\/centre-states-came-together-to-roll-out-public-friendly-reforms-says-pm\/\">additional borrowing by states <\/a>during the Covid-19 pandemic in 2020.<\/li>\n<\/ul>\n<p><strong>How many States have implemented ONORC?<\/strong><\/p>\n<ul>\n<li><strong>To date, <\/strong>32 states and Union Territories have joined the ONORC, covering about 69 crore NFSA beneficiaries.<\/li>\n<li><strong>Four states <\/strong>are yet to join the scheme \u2014 Assam, Chhattisgarh, Delhi, and West Bengal.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Source: Indian Express What is the News?
